Course Overview

This advanced training course provides a practical framework for designing, connecting, and governing health information exchange (HIE) at regional and national level. Going beyond the interfaces of a single EMR project, it focuses on the shared architecture that allows hospitals, clinics, laboratories, pharmacies, payers, and ministries to exchange patient information reliably, securely, and lawfully. Participants will examine HIE architecture models, shared registries for patients, facilities, and health workers, the master patient index, patient-matching rules, and the shared health record. The program covers HL7 FHIR resources, profiles, and RESTful APIs, relevant IHE integration profiles, and the terminology standards SNOMED CT, LOINC, and ICD that give exchanged data a common meaning. The course also addresses conformance testing, onboarding of connecting organizations, consent and access control, audit trails, data quality monitoring, and the governance structures, agreements, and operating models that keep an exchange trusted and sustainable. Through architecture exercises, registry and terminology mapping tasks, API specification reviews, test-case design, and governance case studies, participants develop the capability to plan, specify, and oversee interoperability programs aligned with national digital health policies and organizational needs.

Learning Objectives

  • Explain the purpose, models, and value of national health information exchange.
  • Compare centralized, federated, and hybrid HIE architectures.
  • Design shared registries for patients, facilities, and health workers with clear data stewardship.
  • Apply master patient index and patient-matching methods to establish reliable identity.
  • Specify HL7 FHIR resources, profiles, and implementation guides for priority exchange use cases.
  • Apply IHE integration profiles to patient identity, document sharing, and audit requirements.
  • Map local codes to SNOMED CT, LOINC, and ICD through managed terminology services.
  • Define secure FHIR-based API requirements for providers, payers, and applications.
  • Plan conformance testing and onboarding for organizations connecting to an exchange.
  • Establish consent, access control, audit, and privacy controls for shared health data.
  • Build HIE governance structures, participation agreements, and data-quality monitoring.
  • Develop an interoperability roadmap with performance indicators for a health information exchange.
