Course Overview

The Government Sustainability & ESG Management Training Course equips strategy, finance, procurement and sustainability teams in ministries, authorities and municipalities to manage the sustainability performance of their own entity. Rather than national development policy or corporate board oversight, the course focuses on how a public body runs greener operations, budgets and buys sustainably, integrates environmental, social and governance (ESG) considerations into public financial management, and reports credibly on results. Governments are increasingly expected to lead by example. National sustainable finance frameworks issued by ministries of finance, net-zero commitments and growing public scrutiny now ask entities to show how ESG principles shape their budgets, procurement, treasury, asset management and annual reporting. Many entities, however, lack reliable footprint data, clear responsibilities and practical tools to turn commitments into daily decisions. The program covers entity-level sustainability governance and materiality, greenhouse gas inventories under the GHG Protocol, resource management in public buildings and fleets, management systems aligned with ISO 14001 and ISO 50001, green budgeting and climate budget tagging, ESG in capital investment appraisal, treasury and asset management, sustainable public procurement guided by ISO 20400, and sustainability reporting with reference to IPSASB public sector guidance, the ISSB standards IFRS S1 and IFRS S2, and the GRI Standards. Learning combines government case studies with footprint, budget tagging, tender redesign and reporting exercises. Participants leave with a sustainability governance charter, an emissions inventory template, a budget tagging worksheet, sustainable procurement criteria and an entity ESG roadmap.

Learning Objectives

  • Explain how ESG principles apply to a government entity's operations, finances and services.
  • Distinguish entity-level sustainability management from national development policy and corporate board oversight.
  • Establish sustainability governance roles across leadership, strategy, finance, procurement and sustainability units.
  • Conduct a materiality assessment that reflects operational, fiscal and service-delivery impacts of a public body.
  • Build a greenhouse gas inventory for government operations covering Scope 1, Scope 2 and relevant Scope 3 emissions.
  • Design energy, water, waste and fleet improvements for public facilities.
  • Apply green budgeting and climate budget tagging to classify and prioritize public expenditure.
  • Integrate ESG and climate risk criteria into capital investment appraisal, treasury and public asset management.
  • Evaluate sustainable finance instruments available to public entities, including green bonds and green sukuk.
  • Embed environmental and social criteria into specifications, evaluation, contract award and supplier management.
  • Prepare sustainability disclosures with reference to IPSASB guidance, IFRS S1, IFRS S2 and the GRI Standards.
  • Develop an entity ESG roadmap with targets, indicators, responsibilities and data controls by the end of the course.

Who Should Attend

This course is designed for strategy and planning directors, finance and budget managers, treasury and asset management officers, procurement and contract managers, sustainability and ESG officers, facilities and fleet managers, and performance and reporting specialists working inside government entities. It is particularly relevant to ministries, federal and local authorities, municipalities, regulators, public service agencies and government-owned entities in the Gulf and Africa that are implementing national sustainable finance frameworks, net-zero commitments or green government programs. Internal auditors, risk officers and policy advisors who review budget, procurement or reporting processes will also benefit, as will newly appointed sustainability focal points who need a structured, practical view of ESG management in a public sector setting.

Learning Outcomes

  • Explain what ESG management means for a government entity's own operations and finances.
  • Assign clear sustainability responsibilities across leadership and functional units.
  • Identify the material sustainability issues of a ministry, authority or municipality.
  • Calculate and interpret a greenhouse gas inventory for government operations.
  • Prioritize practical energy, water, waste and fleet improvement measures.
  • Tag budget programs according to their climate and environmental impact.
  • Apply ESG and climate risk criteria when appraising capital projects and managing public assets.
  • Assess when sustainable bonds or green sukuk suit an entity's financing needs.
  • Write sustainability criteria into tenders, evaluations and public contracts.
  • Monitor supplier sustainability performance through contract management.
  • Prepare sustainability disclosures aligned with recognized public sector and international references.
  • Lead an entity ESG roadmap with measurable targets and reliable data controls.
