Course Overview

The Government Research, Data Analysis & Report Writing Training Course equips public-sector researchers and analysts with the practical skills to plan sound studies, collect and analyze data with confidence, and turn results into clear, credible reports. It is designed for ministries, agencies, and statistics and studies units that produce research to inform planning, service improvement, and leadership decisions. Government research often falls short not for lack of data, but because the question is vague, the design does not fit the purpose, the sample is weak, or the report buries its key findings. The course follows the full research workflow, from framing a researchable question and choosing a descriptive, comparative, evaluative, case study, or mixed methods design, to reviewing existing literature and evidence and planning data collection through surveys, interviews, focus groups, and administrative records. Participants practice questionnaire design, sampling, data quality checks, and research ethics, including informed consent, confidentiality, and data protection. They then apply practical quantitative analysis, from descriptive statistics and cross-tabulations to correlation, basic regression concepts, and the limits of statistical significance, alongside qualitative coding and thematic analysis, using spreadsheet and statistical software. The final days focus on presenting data honestly in tables, charts, and dashboards, and on writing research and policy reports with strong executive summaries, a clear line between findings and recommendations, plain language, and careful Arabic and English drafting. Through hands-on exercises, peer review, and a capstone study, participants leave able to produce research that decision makers trust and use.

Learning Objectives

  • Frame clear, researchable questions that respond to real policy and service needs.
  • Select research designs that fit the study purpose, timeline, budget, and available data.
  • Conduct structured literature and evidence reviews and summarize what is already known.
  • Design representative samples and justify sample size, coverage, and target response rates.
  • Develop valid questionnaires, interview guides, and focus group protocols for public-sector studies.
  • Assess and prepare administrative data for research, including quality and consistency checks.
  • Apply ethical safeguards for informed consent, confidentiality, and personal data protection.
  • Analyze quantitative data with descriptive statistics, cross-tabulations, correlation, and basic regression.
  • Interpret statistical significance correctly and explain its limits to non-specialist audiences.
  • Code and analyze qualitative data to identify robust themes supported by evidence.
  • Present data honestly in clear tables, charts, and dashboards that do not mislead readers.
  • Write well-structured Arabic and English research reports that separate findings from recommendations for decision makers.

Who Should Attend

This training course is designed for researchers, policy and planning analysts, and statistics and studies specialists who design or conduct research in government. It also suits strategy office staff, monitoring and evaluation officers, and performance teams who analyze data and report to senior leadership. It is relevant to ministries, government authorities, regulators, municipalities, statistics offices, and public agencies that rely on surveys and administrative records. Heads of departments, advisors, and quality assurance staff who review or approve research reports will also benefit. Those who benefit most are practitioners who already work with data and want a structured method from research question to decision-ready report.

Learning Outcomes

  • By the end of the course, participants will be able to:
  • Turn a broad policy concern into focused, answerable research questions.
  • Choose and justify an appropriate research design for a given study.
  • Summarize existing literature and evidence and identify genuine knowledge gaps.
  • Draw a suitable sample and estimate the required sample size.
  • Design and pilot a clear, unbiased questionnaire and interview guide.
  • Check survey and administrative data for errors, gaps, and inconsistencies.
  • Apply consent, confidentiality, and data protection principles throughout a study.
  • Produce and interpret descriptive statistics, cross-tabulations, and correlations.
  • Explain regression results and statistical significance without overstating conclusions.
  • Code qualitative data and develop well-evidenced themes.
  • Design honest tables, charts, and dashboards for decision makers.
  • Write a research report with an executive summary, findings, and recommendations, and brief senior leaders on its results.
