Course Overview

The Government Real Estate & Public Land Management Training Course equips officials in ministries, municipalities, land authorities, and public investment bodies with the practical knowledge needed to know what land the state holds, protect it, and put it to its best public use. Across the Gulf and Africa, government land underpins housing, infrastructure, economic zones, and public services, yet records are often fragmented, boundaries uncertain, and allocation decisions poorly documented. Every unrecorded plot, informal occupation, or unclear transfer weakens both public revenue and public trust. This course focuses specifically on land, unlike general public asset management programs that deal mainly with buildings, equipment, and infrastructure life cycles. Its concerns are those particular to land: title and tenure, boundaries, the cadastre and land registry, zoning and planning status, customary and traditional rights where they exist, encroachment, and decisions on allocation, leasing, and disposal. Government buildings are considered as part of the wider estate, but the emphasis remains on land as a strategic public resource. Participants work with recognized reference points, including the FAO Voluntary Guidelines on the Responsible Governance of Tenure, the ISO 19152 Land Administration Domain Model, and ISO 55000 as a general asset management reference. They examine how to build a land inventory using geographic information systems, how to classify and assess land for its potential use, and how to structure ground leases, concessions, and partnerships. Acquisition for public purposes, compensation principles, land value capture, integrity risks, and transparent decision-making complete the scope. The course is delivered through case studies, land inventory exercises, allocation scenario analysis, and a final land strategy workshop. Participants leave with a land inventory template, a land classification and use assessment tool, an allocation and leasing decision checklist, an encroachment response procedure, and a public land strategy outline they can adapt to their own institutions.

Learning Objectives

  • Explain the strategic role of public land in housing, infrastructure, investment, and public services.
  • Distinguish land management from the wider management of public buildings and equipment.
  • Analyze title, tenure, and customary rights affecting government land holdings.
  • Build a reliable public land inventory linked to the cadastre, land registry, and GIS.
  • Classify government land by status, planning potential, constraints, and priority of use.
  • Design transparent procedures for allocation, reservation, and inter-agency transfer of land.
  • Compare ground leases, concessions, partnerships, and disposal as options for land use.
  • Apply principles of fair public acquisition, compensation, and resettlement planning.
  • Develop procedures to prevent, detect, and respond to encroachment on public land.
  • Assess land value capture and revenue options while protecting the public interest.
  • Identify integrity risks in land decisions and establish controls, disclosure, and audit trails.
  • Prepare a public land strategy with clear institutional roles and performance indicators.
  • Engage communities, agencies, and investors constructively when land decisions affect their interests.

Who Should Attend

This course is designed for directors and managers of government land departments, state property and public real estate units, land registries, cadastre and survey departments, and municipal land and planning teams responsible for public land records and decisions. It is equally relevant for officials in ministries of finance, housing, planning, and local government, as well as public investment bodies, economic zone authorities, and audit institutions that review the use of state land. Professionals in government-owned development companies, national housing programs, public-private partnership units, state land advisers, and legal and valuation teams serving public bodies across the Gulf and Africa will find the course directly applicable. It is particularly valuable for institutions building a first complete land inventory, reorganizing land responsibilities between agencies, or preparing to release public land for development and investment within housing or economic development programs.

Learning Outcomes

  • By the end of this course, participants will be able to:
  • Explain what makes land management different from general public asset management.
  • Assess the title, tenure, and customary rights position of government land.
  • Build and maintain a public land inventory connected to cadastre, registry, and GIS data.
  • Classify land parcels by legal status, planning potential, physical constraints, and priority of use.
  • Apply transparent criteria to allocation, reservation, and inter-agency transfer decisions.
  • Compare ground leases, concessions, partnerships, and disposal for a given land parcel.
