Course Overview

The Government Interoperability & Data Exchange Platforms Training Course provides a practical, architecture-focused framework for designing, building, and operating the shared platforms that allow ministries, authorities, and public agencies to exchange data and services securely. It treats interoperability as national digital public infrastructure (DPI), alongside digital identity and payments, and concentrates on the platform, architecture, and operating side rather than on citizen service design or data-sharing agreements. Government services increasingly depend on data held by many agencies at once. Point-to-point connections, duplicated databases, and agency-specific formats make these services slow, costly, and fragile. A national integration platform replaces this with common standards, reusable services, trusted message exchange, and a clear operating model, so each agency connects once and reuses what others publish. The program covers national interoperability frameworks and their legal, organizational, semantic, and technical layers, government enterprise architecture, service bus and federated data exchange layer designs, synchronous and event-driven integration patterns, government API standards and catalogues, base registries, reference data, and the once-only principle. Particular emphasis is placed on running the platform as a service: agency onboarding and conformance testing, trust services and digital certificates, message logging and non-repudiation, monitoring, capacity and availability, service level agreements, incident handling, funding models, and the governance bodies that set standards and approve change. Through architecture case studies, design workshops, API catalogue reviews, onboarding simulations, and roadmap development, participants will build the capability to plan, govern, and operate interoperability platforms that scale across government.

Learning Objectives

  • Analyze the role of interoperability platforms within digital public infrastructure.
  • Evaluate national interoperability frameworks across legal, organizational, semantic, and technical layers.
  • Apply government enterprise architecture to map shared services, data flows, and integration dependencies.
  • Compare centralized service bus and federated data exchange layer architectures.
  • Select synchronous, asynchronous, event-driven, and bulk integration patterns for cross-agency scenarios.
  • Define government API standards for design, versioning, error handling, documentation, and security.
  • Design an API catalogue and developer portal that support discovery and reuse.
  • Apply base registries, reference data, and common identifiers to support the once-only principle.
  • Develop an agency onboarding process with readiness checks and conformance testing.
  • Evaluate trust services, digital certificates, message signing, and logging for secure exchange.
  • Establish monitoring, capacity, incident, and service level management for platform operations.
  • Develop a governance model, funding approach, and phased roadmap for scaling interoperability.

Who Should Attend

This training course is designed for government chief information officers, enterprise architects, integration architects, solution architects, platform managers, API product managers, integration engineers, data architects, and technical leaders responsible for connecting government systems and services. It is particularly relevant to digital government authorities, national information technology agencies, ministries, regulators, municipalities, public service centers, and state-owned organizations that build, operate, or connect to national integration platforms, government service buses, data exchange layers, or shared digital public infrastructure. The program will also benefit information security and identity specialists, data governance and master data professionals, IT operations and service management teams, program and portfolio managers, and decision makers responsible for whole-of-government architecture, platform investment, and cross-agency digital services.

Learning Outcomes

  • Explain how interoperability platforms fit within digital public infrastructure.
  • Assess an ecosystem against the layers of an interoperability framework.
  • Use government enterprise architecture to identify shared services and integration priorities.
  • Justify the choice between a central service bus and a federated data exchange layer.
  • Match integration patterns to cross-agency scenarios by timing, volume, and reliability needs.
  • Draft government API standards covering design, versioning, documentation, and security.
  • Structure an API catalogue and developer portal that encourage reuse across agencies.
  • Apply base registries and common identifiers to support the once-only principle.
  • Design an onboarding process with clear readiness, testing, and go-live criteria.
  • Specify trust, certificate, signing, and logging controls for non-repudiable exchange.
  • Define monitoring, incident, and service level arrangements for a national platform.
  • Develop indicators that track platform reuse, adoption, volumes, and reliability.
  • Prepare a phased roadmap with governance and funding for scaling interoperability.
