Course Overview

The Government Inter-Agency Data Sharing Governance Training Course provides a practical governance framework for ministries, government authorities, and public-sector entities that need to exchange data with one another safely, lawfully, and efficiently. The course focuses on the policies, decisions, agreements, and controls that determine when government data may be shared, with whom, for what purpose, and under which conditions. Inter-agency data exchange underpins proactive services, the once-only principle, joint planning, fraud detection, and simpler administrative procedures. Yet many requests stall because the legal basis, data ownership, classification, or privacy obligations are unclear, or because every exchange is negotiated from the beginning. Well-governed data sharing replaces ad hoc arrangements with a repeatable, documented, and auditable process that builds trust between data providers and data consumers. The program covers data-sharing principles and policies, request intake and assessment, legal basis and privacy checks, data-sharing agreements and memoranda of understanding, classification-based release decisions, anonymization and pseudonymization, exchange models such as APIs and secure bulk transfer, government data marketplaces and catalogs, and the monitoring of shared data after release. Reference is made to national data-sharing policies issued by regional data authorities, such as the Saudi Data and Artificial Intelligence Authority, and to personal data protection laws. Through request assessment exercises, agreement drafting, release decision scenarios, and monitoring design, participants will develop the capability to run a data-sharing function that creates public value while protecting individuals and national interests. The course complements broader government analytics and data classification training by concentrating on the sharing process itself.

Learning Objectives

  • Explain the principles, value, and risks of data sharing between government entities.
  • Interpret national data-sharing policies and the roles of data owners and requesters.
  • Design a structured process for assessing and deciding on data-sharing requests.
  • Determine the legal basis and purpose justification required for each data-sharing request.
  • Conduct privacy checks, including data minimization and privacy impact assessment.
  • Apply classification levels to decide which data may be released and under which controls.
  • Select suitable de-identification techniques, including anonymization and pseudonymization.
  • Draft data-sharing agreements that define purpose, scope, security, retention, and termination terms.
  • Compare exchange models, including APIs, secure file transfer, and verification services.
  • Evaluate the role of government data marketplaces and catalogs in offering shareable datasets.
  • Design monitoring, audit, and compliance controls for data after it has been shared.
  • Develop a roadmap for building a sustainable inter-agency data-sharing governance capability.

Who Should Attend

This training course is designed for chief data officers, data management office teams, data governance leads, data owners and data stewards, legal advisors, privacy and data protection officers, compliance officers, digital service managers, IT and integration managers, and enterprise architects responsible for exchanging data between government entities. It is particularly relevant to ministries, government authorities, regulators, municipalities, statistics offices, and public agencies that request or provide data for shared services, joint programs, planning, inspections, or policy analysis. The program will also benefit information security managers, records managers, internal auditors, and decision makers who approve data-sharing requests or sign inter-agency data agreements on behalf of their organizations.

Learning Outcomes

  • Explain the principles, benefits, and risks of inter-agency data sharing.
  • Apply national data-sharing policies to real requests within their entity.
  • Define the responsibilities of data owners, requesting entities, and data management offices.
  • Operate a documented process for assessing data-sharing requests.
  • Determine and record the legal basis and purpose for each data exchange.
  • Conduct privacy checks and identify when a privacy impact assessment is required.
  • Make classification-based release decisions with matching handling conditions.
  • Select de-identification techniques that reduce re-identification risk.
  • Draft data-sharing agreements with clear purpose, security, and retention clauses.
  • Choose an appropriate exchange model for each type of data request.
  • Describe shareable datasets for publication in a government data marketplace.
  • Monitor shared data through access logs, audits, and periodic reviews.
  • Prepare a practical roadmap for improving data-sharing governance maturity.
