Course Overview

Government enterprise architecture gives ministries and public authorities a structured view of how their mandates, services, information, systems and infrastructure fit together, and how they should evolve. Unlike courses that treat enterprise architecture as one input to IT strategy, this program focuses on building and running the architecture itself inside a government entity, aligned with national reference architectures such as the Saudi National Overall Reference Architecture (NORA) and the Nigeria Government Enterprise Architecture (NGEA). Participants work through the four architecture layers used in government reference models: business architecture built on capability maps, service catalogs and value streams; data architecture covering data entities, master and reference data and inter-agency data sharing; application architecture covering portfolio rationalization, shared services and integration; and technology architecture covering infrastructure, government cloud and shared platforms. Established frameworks, including the TOGAF Standard, the Zachman Framework and the Federal Enterprise Architecture Framework, are studied as sources of method and vocabulary. The course also covers how to structure an EA repository with a clear metamodel, artifacts and viewpoints, and how to govern architecture through principles, standards, an architecture board, compliance reviews and controlled waivers. Practical exercises lead participants to produce current-state and target-state views, a gap analysis, a transition roadmap and an EA practice model ready for national maturity assessments.

Learning Objectives

  • By the end of the course, participants will be able to:
  • Explain the purpose, scope and value of enterprise architecture in government entities.
  • Interpret national reference architectures such as NORA and NGEA and align entity architecture with them.
  • Compare major EA frameworks and select methods suited to the entity's mandate and maturity.
  • Develop business architecture artifacts, including capability maps, service catalogs and value streams.
  • Design data architecture covering data entities, master and reference data and inter-agency sharing.
  • Assess application portfolios and identify rationalization, reuse and shared-service opportunities.
  • Define technology architecture standards for infrastructure, government cloud and shared platforms.
  • Structure an EA repository with a metamodel, artifact catalog and stakeholder viewpoints.
  • Establish architecture governance through principles, standards, review boards, compliance checks and waivers.
  • Prepare a gap analysis, transition roadmap and EA practice model for national maturity assessments.

Who Should Attend

This course is designed for government enterprise architects, business, data, solution and technology architects, EA office managers, strategy and IT planning unit staff, and digital transformation officers responsible for architecture work in public entities. It is particularly relevant to ministries, government authorities, regulators, municipalities, public agencies and state-owned enterprises that must align their architecture with a national reference architecture or a whole-of-government digital program. Professionals who will benefit most include those building or relaunching an EA practice, maintaining an architecture repository, reviewing projects for architecture compliance, or preparing their entity for national EA maturity assessments.

Learning Outcomes

  • Explain how enterprise architecture supports government mandates and services.
  • Align entity architecture with national reference architectures such as NORA and NGEA.
  • Apply suitable methods from established EA frameworks to government contexts.
  • Build capability maps, service catalogs and value streams for public entities.
  • Design data architecture that supports ownership, quality and inter-agency sharing.
  • Rationalize application portfolios around capabilities and shared services.
  • Set technology standards for infrastructure, cloud and shared platforms.
  • Structure and maintain a usable EA repository and metamodel.
  • Run architecture reviews, compliance checks and waiver decisions.
  • Produce gap analyses, transition architectures and an architecture roadmap.
  • Measure EA practice performance and prepare for national maturity assessments.
  • Communicate architecture decisions clearly to senior leaders and project teams.

Course Outline

Course Outline:

Day 1

Government EA Foundations and National Reference Architectures

  • Purpose and value of enterprise architecture in government entities.
  • Whole-of-government architecture versus entity, segment and solution architecture.
  • Frameworks studied: the TOGAF Standard and its ADM, Zachman and FEAF.
  • Structure of national reference architectures such as Saudi NORA and Nigeria NGEA.
  • Reference models for performance, business, data, application and technology.
  • Defining architecture principles, scope and stakeholders for a public entity.
  • Practical application: map an entity's existing architecture artifacts against a national reference architecture and identify alignment gaps.
Day 2

Business Architecture for Government Entities

  • Translating mandates, strategic objectives and policies into architecture drivers.
  • Building government capability maps and assessing capability maturity.
  • Government service catalogs and the services delivered to citizens and businesses.
  • Value streams, beneficiary journeys and cross-agency service delivery.
  • Linking capabilities to organizational units, processes and performance measures.
  • Capability heat maps for prioritizing investment and transformation.
  • Practical application: build a capability map and service catalog for a ministry and produce a capability heat map.
Day 3

Data and Application Architecture

  • Government data reference models, data domains and conceptual data entities.
  • Master and reference data, data ownership and alignment with national data standards.
  • Inter-agency data sharing, interoperability standards and integration patterns.
  • Application portfolio inventory, assessment criteria and lifecycle status.
  • Rationalization options: retain, consolidate, replace, retire or move to shared services.
  • Mapping applications to capabilities, services and data entities.
  • Practical application: assess an application portfolio, map it to capabilities and data domains and recommend rationalization actions.
Day 4

Technology Architecture and the EA Repository

  • Technology reference models, standards and approved technology catalogs.
  • Government cloud, data centers, networks and shared national platforms.
  • Embedding security and resilience requirements across all architecture layers.
  • Designing the EA repository: metamodel, artifact types and relationships.
  • Stakeholder viewpoints, architecture views and repository content standards.
  • Repository ownership, update cycles and content quality controls.
  • Practical application: design a repository metamodel and populate sample views linking business, data, application and technology elements.
Day 5

Architecture Governance, Transition Planning and EA Practice

  • Architecture governance structures, architecture board and decision rights.
  • Project architecture reviews, compliance checks, waivers and exception handling.
  • Current-state and target-state architectures, gap analysis and transition architectures.
  • Building an architecture roadmap linked to the entity's investment portfolio.
  • EA practice operating model, roles, skills and performance indicators.
  • EA maturity assessment and readiness for national architecture compliance reviews.
  • Practical application: develop a transition roadmap and an architecture governance model, then present them to a simulated architecture board.
