Government communication is how ministries, government authorities and public agencies explain their policies, decisions and services to citizens, residents, businesses and the media. Unlike corporate public relations, it carries a public mandate: people need accurate information to use services, comply with new rules and take part in public life, and the way a government entity communicates shapes public trust in the state. This training course is written for the communication departments of public-sector entities and focuses on how government speaks to the public, not on how organizations engage government. The course starts with the strategic and institutional framework of government communication: alignment with national visions and government priorities, communication policies and approval structures, coordination with central government communication offices, and the principles of transparency, accuracy and timely disclosure. Participants then learn to explain policies and public services clearly, using audience segmentation, plain language, behavioral insights and public consultation, so that announcements are understood and acted upon. Particular attention is given to the official spokesperson function and the government media office, including spokesperson mandates, regular briefings, official statements and message coordination across agencies. The course also covers government social media, the governance of official accounts, responsiveness to citizen comments and complaints, and the drivers of public trust in public institutions. Finally, participants learn to monitor, verify and respond to rumors and misinformation, and to deliver public-sector crisis messages and public warnings in coordination with partner authorities. Through case studies, drafting exercises and a final workshop, each participant builds a government communication plan with measurable indicators for public awareness, service uptake and public trust.
