Course Overview

This advanced practical course equips privacy, legal and compliance teams of regional groups to manage personal data protection obligations across several GCC jurisdictions at once. Rather than studying a single law in depth, it compares the UAE Federal Personal Data Protection Law, the DIFC and ADGM regimes, Qatar's Personal Data Privacy Protection Law, Oman's Personal Data Protection Law and its Executive Regulations, Bahrain's Personal Data Protection Law, Kuwait's sector-based rules and the Saudi framework as one group-wide picture. Participants map where each regime applies, compare definitions, lawful bases, sensitive data conditions, data subject rights, regulator permits and notifications, breach handling and transfer rules, and decide where a common group standard is possible and where local variation is required. The course then turns this analysis into a working program: a common controls library, country addenda, shared records of processing, harmonized impact assessments, intra-group agreements, coordinated incident response and multi-jurisdiction monitoring and reporting.

Learning Objectives

  • Analyze data protection regimes across the GCC states and financial free zones.
  • Determine which regimes apply to each group entity and processing activity.
  • Compare definitions, controller and processor roles, and lawful bases.
  • Evaluate differing conditions for processing sensitive and children's data.
  • Compare data subject rights, exceptions and request handling between regimes.
  • Identify permit, notification and data protection officer requirements by jurisdiction.
  • Design a group privacy framework combining a common baseline with local variations.
  • Develop a common controls library mapped to each applicable regime.
  • Structure intra-group data sharing, processor arrangements and transfer mechanisms.
  • Coordinate breach escalation and regulator notifications across several jurisdictions.
  • Establish monitoring, reporting and regulatory tracking across group entities.
  • Develop a prioritized roadmap for GCC-wide data protection compliance.

Who Should Attend

This course is designed for Data Protection Officers, Group Privacy Leads, Privacy Managers, Legal Counsel, Compliance Managers, Regulatory Affairs Specialists, Data Governance Professionals, and Information Security Managers covering more than one GCC state. It is also suitable for Chief Risk Officers, Internal Auditors, Shared Services and Outsourcing Managers, Procurement and Vendor Management Professionals, and IT Managers in banks, financial institutions, telecom operators, retailers, insurers, holding companies, and government-related entities. The program is particularly relevant to groups with subsidiaries, branches or operations in several GCC states and in the DIFC or ADGM that need one coherent compliance approach instead of separate country programs.

Learning Outcomes

  • Determine the regimes applying to each group entity.
