The Free Zones & Special Economic Zones Governance Training Course equips zone authority leaders, zone operators, regulators, and policy officials with the management knowledge needed to govern free zones and special economic zones so that they attract real investment, remain well controlled, and contribute to national development. Governments across the Gulf and Africa use zones to draw investment, build industrial and logistics capacity, and test business reforms, yet zones can disappoint when mandates overlap, incentives outlast their purpose, or oversight is weak. The course is written for the institutions that regulate and run zones. It concentrates on the governance relationship between the state, the zone authority, the master developer, the operator, and the tenant enterprise, rather than on how an individual company sets up in a zone. Participants examine legal and institutional models, public, private, and public-private zone structures, the separation of regulatory and commercial roles, board composition and accountability, and how zone authorities license activities and supervise enterprises as a matter of public governance. Participants also study the design and review of incentives, including their fiscal cost, sunset arrangements, and the implications of the OECD Pillar Two global minimum tax rules. Customs control is treated in depth: the free zone provisions of the WCO Revised Kyoto Convention, the movement of goods into and out of zones, inventory systems, and cooperation between customs and zone authorities. The OECD Recommendation on Countering Illicit Trade: Enhancing Transparency in Free Trade Zones frames the integrity discussion, together with beneficial ownership transparency, trade-based money laundering risks, and sanctions exposure. Links with the domestic economy, labor and environmental standards, one-stop services, and performance reporting complete the scope. The course is delivered through comparative zone case studies, governance mapping exercises, incentive review exercises, risk assessments, and a final governance workshop. Participants leave with a zone governance map, a role and mandate matrix, an incentive review template, a customs and integrity control checklist, a performance scorecard, and a governance improvement plan they can adapt to their own zone or authority.
