Course Overview

The Environmental Impact Assessment & Management Plans Training Course takes participants through the full EIA cycle, from screening and scoping to the Environmental Management and Monitoring Plan (EMMP), permit conditions, and post-approval compliance. Where environmental policy courses treat EIA as one instrument among many, this program focuses on how an assessment is planned, prepared, reviewed, and enforced. Major industrial, energy, infrastructure, and urban projects across the region need an approved EIA before construction, and regulators such as the Saudi National Center for Environmental Compliance expect studies from qualified consultants that meet a defensible technical standard. Participants learn to screen projects, prepare terms of reference, design baseline surveys, predict impacts and judge their significance, and assess alternatives, cumulative effects, and residual impacts. The program then covers the mitigation hierarchy, stakeholder consultation and disclosure, EIA report review, the translation of commitments into an EMMP and contractor plans, and post-approval monitoring and auditing, with reference to national environmental laws, the IFC Performance Standards, and the World Bank Group EHS Guidelines. The course is delivered through case studies, a running project scenario, significance-matrix exercises, and a report review workshop. Participants leave with a screening and scoping checklist, a baseline survey plan template, an impact significance matrix, an EMMP template, and a permit conditions compliance tracker.

Learning Objectives

  • Explain the purpose, stages, and legal basis of EIA and its link to project permitting on Day 1.
  • Apply screening criteria to decide whether a project needs a full, limited, or no assessment.
  • Conduct scoping and prepare terms of reference covering study boundaries, valued components, and alternatives.
  • Design baseline surveys for air, noise, water, soil, ecology, and socio-economic conditions.
  • Predict environmental and social impacts using suitable qualitative and quantitative methods.
  • Evaluate impact significance using magnitude, sensitivity, likelihood, and duration criteria.
  • Assess alternatives, cumulative impacts, and residual impacts transparently.
  • Apply the mitigation hierarchy to avoid, minimize, restore, and offset adverse impacts.
  • Plan stakeholder consultation, disclosure, and grievance mechanisms.
  • Review EIA reports for completeness and technical adequacy.
  • Develop an Environmental Management and Monitoring Plan with clear responsibilities and indicators.
  • Manage permit conditions, compliance monitoring, audits, and project changes by the end of Day 5.

Who Should Attend

This course is designed for project developers and owners, environmental consultants and EIA practitioners, environmental leads in engineering, procurement, and construction (EPC) contractors, and officials in environmental regulators and municipalities who screen, review, approve, and inspect development projects. It is also relevant for HSE and sustainability managers, project and permitting managers, and lender advisers who rely on EIA findings. It is particularly valuable for professionals in environmental agencies, ministries, municipalities, and industrial city authorities; in oil and gas, petrochemical, power, water, mining, real estate, and transport projects; in ports and economic zones; and in banks and investors financing major projects, as well as those who prepare or approve environmental permit applications.

Learning Outcomes

  • Explain how the EIA cycle connects to project approval and permitting.
  • Decide the level of assessment a project needs through structured screening.
  • Prepare scoping outputs and terms of reference that regulators accept.
  • Plan baseline surveys that produce reliable, representative data.
  • Select suitable methods to predict environmental and social impacts.
  • Rate impact significance consistently and transparently.
  • Address alternatives, cumulative impacts, and residual impacts.
  • Propose practical mitigation measures based on the mitigation hierarchy.
  • Run meaningful consultation, disclosure, and grievance processes.
  • Review EIA reports and identify technical gaps before submission.
  • Prepare an Environmental Management and Monitoring Plan ready for implementation.
  • Track permit conditions and maintain compliance after project approval.

Course Outline

EIA Fundamentals, Legal Basis, and Screening

  • Purpose and principles of environmental impact assessment
  • Stages of the EIA cycle from screening to post-approval
  • National environmental laws, implementing regulations, and permitting authorities
  • Lender requirements: IFC Performance Standards and the Equator Principles
  • EIA, ESIA, and strategic environmental assessment compared
  • Roles of developers, consultants, EPC contractors, and regulators
  • Screening criteria, project categories, and sensitive receptors
  • Consultant qualification and registration with the competent authority
  • Practical application: participants screen a set of project briefs and justify the assessment category for each
Day 2

Scoping, Terms of Reference, and Baseline Surveys

  • Scoping methods: checklists, matrices, and expert workshops
  • Valued environmental and social components and study area boundaries
  • Project alternatives, including the no-project option
  • Preparing terms of reference and agreeing them with the regulator
  • Baseline survey design for air quality, noise, water, and soil
  • Terrestrial and marine ecology and habitat surveys
  • Socio-economic, community health, and cultural heritage baselines
  • Baseline data quality, seasonality, and sampling protocols
  • Practical application: participants draft terms of reference and a baseline survey plan for a coastal industrial project
Day 3

Impact Prediction, Significance, and Mitigation

  • Identifying impacts across construction, operation, and decommissioning
  • Prediction methods: air dispersion, noise, and hydrodynamic modeling
  • Applying the World Bank Group EHS Guidelines as reference values
  • Magnitude, sensitivity, and significance criteria
  • Cumulative and transboundary impacts
  • The mitigation hierarchy and residual impact evaluation
  • Uncertainty, assumptions, and limitations in predictions
  • Social and community health impacts
  • Practical application: participants build an impact significance matrix and propose mitigation for the case study project
Day 4

Consultation, EIA Report Preparation, and Review

  • Stakeholder identification and engagement planning
  • Public consultation, information disclosure, and grievance mechanisms
  • Structure and content of an EIA report and non-technical summary
  • Quality review criteria for EIA reports
  • Common technical gaps and reasons for rejection
  • Regulatory review, information requests, and decision making
  • Translating findings into approval and permit conditions
