Course Overview

The E-Procurement & E-Tendering Systems Training Course equips procurement, tendering, and contracts professionals with the practical knowledge needed to plan, manage, and control procurement activities through electronic platforms with confidence. In government entities, ministries, banks, oil and gas companies, and large corporations, electronic procurement and tendering systems are increasingly the standard way of engaging suppliers, publishing opportunities, receiving bids, evaluating offers, and awarding contracts. When used effectively, these systems improve transparency, fairness, speed, auditability, and access for suppliers, while reducing paperwork and administrative effort. However, moving procurement online does not automatically produce better outcomes. Organizations often face challenges such as incomplete or poorly structured tender documents uploaded to the system, inconsistent use of system features, weak control over clarifications and addenda, late or rejected bids caused by supplier unfamiliarity, evaluation processes that are still conducted offline, and limited use of the data and reports the system provides. Legal, security, and integrity considerations, including electronic signatures, secure bid opening, confidentiality, and conflict of interest, must also be managed carefully. This course takes participants through the complete electronic procurement and tendering lifecycle. Participants learn the key components of e-procurement systems, supplier registration and prequalification, and the full e-tendering process from procurement planning and tender preparation to publication, clarifications, electronic bid submission, secure opening, technical and financial evaluation, award, notification, and complaint handling. The program also covers electronic reverse auctions, framework agreements and e-catalogs, contract management within the system, legal and regulatory principles for electronic procurement, security and integrity controls, audit trails, fraud and collusion red flags, reporting and performance measurement, and supporting user and supplier adoption. Throughout the five days, participants work through practical exercises and simulated tender scenarios based on their own organizational context. They leave with an e-tendering process map, a tender preparation checklist, an electronic evaluation framework, an integrity and controls checklist, an e-procurement KPI set, and an improvement plan for their organization's e-procurement practices.

Learning Objectives

  • Analyze the purpose, benefits, and key components of e-procurement and e-tendering systems on Day 1.
  • Evaluate the current use of electronic procurement tools in the participant's organization and identify gaps and improvement priorities.
  • Apply structured procurement planning to prepare tenders suitable for electronic publication and evaluation.
  • Develop complete and well-structured electronic tender documents, including requirements, evaluation criteria, and submission instructions.
  • Implement effective processes for supplier registration, prequalification, and communication through electronic platforms.
  • Apply controlled procedures for managing clarifications, addenda, deadlines, and extensions in e-tendering.
  • Assess the controls required for electronic bid submission, encryption, secure opening, and confidentiality.

  • Develop e-procurement KPIs and reports to monitor efficiency, competition, compliance, and supplier participation.
  • Design an improvement plan for e-procurement and e-tendering practices in the participant's organization by the end of Day 5.

Who Should Attend

This course is designed for procurement managers, tendering officers, contracts managers, sourcing and category specialists, buyers, and procurement coordinators who use or oversee electronic procurement and tendering platforms. It is also relevant for members of tender and evaluation committees, procurement systems administrators, and procurement excellence and compliance teams responsible for process quality and control. It is particularly valuable for professionals in ministries and government entities operating national or institutional e-procurement platforms under public procurement laws and transparency requirements; in banks and financial institutions managing competitive sourcing, outsourcing arrangements, and third-party governance; and in oil and gas and industrial organizations conducting complex technical tenders, prequalification of contractors, and high-value contract awards. Internal auditors, legal advisors, finance professionals, and IT specialists who support procurement systems, as well as technical department representatives who prepare specifications and evaluate bids, will also benefit from the course.

Learning Outcomes

  • By the end of the course, participants will be able to:
  • Explain how e-procurement and e-tendering improve transparency, efficiency, and competition.
  • Navigate the end-to-end e-tendering lifecycle and understand the controls at each stage.
  • Prepare tender documents and evaluation criteria that are clear, fair, and suitable for electronic processing.
