Course Overview

The E-Invoicing Implementation & Tax Technology Readiness Training Course is a practical program for companies and tax administrations moving from paper and PDF invoices to structured electronic invoicing under national mandates. It explains how clearance, real-time reporting and decentralized exchange models work, and what each model demands from finance processes, ERP systems, master data and internal controls. Participants will examine the e-invoicing frameworks of the Zakat, Tax and Customs Authority in Saudi Arabia through the Fatoora program, the Peppol-based model and PINT AE specification adopted in the United Arab Emirates, the Fawtara program of the Oman Tax Authority, the e-invoice and e-receipt systems of the Egyptian Tax Authority, and the eTIMS system of the Kenya Revenue Authority. Particular emphasis is placed on the invoice as data. The course covers UBL and XML structures, mandatory fields, code lists, cryptographic stamps, QR codes and invoice hashing, then moves to ERP integration patterns, API connectivity, service providers, error and rejection handling, and the clean-up of customer, supplier, product and tax-code master data that most projects underestimate. The course also develops practical skills in readiness assessment, testing, cutover and go-live controls, reconciliation of e-invoice submissions with VAT returns and the general ledger, archiving, and post-go-live monitoring. Through case studies, data-mapping exercises and workshops, participants will build a realistic e-invoicing implementation plan for their own organization or for a taxpayer rollout program.

Learning Objectives

  • Explain the principles of e-invoicing and continuous transaction controls in modern tax administration.
  • Compare clearance, real-time reporting, post-audit and decentralized exchange e-invoicing models and their implications.
  • Interpret the e-invoicing requirements set by tax authorities across the Gulf and Africa.
  • Analyze UBL and XML invoice structures, mandatory data fields, validation rules and code lists.
  • Apply security requirements including cryptographic stamps, digital signatures, invoice hashing and QR codes.
  • Evaluate ERP integration options using direct APIs, middleware and accredited service providers.
  • Assess master data quality and plan the clean-up of customer, supplier, product and tax data.
  • Design e-invoice treatments for credit notes, debit notes, exports, advances and other special transactions.
  • Develop testing, onboarding and cutover plans that support a controlled e-invoicing go-live.
  • Establish controls for rejections, reconciliation, archiving, and certificate and key management.
  • Use e-invoice data to strengthen VAT compliance, management analytics and risk monitoring.
  • Prepare an integrated e-invoicing readiness and implementation roadmap for an organization or tax authority.

Who Should Attend

This course is designed for tax managers, VAT specialists, financial controllers, billing and accounts receivable managers, and finance transformation leads responsible for invoicing and indirect tax compliance. It is equally relevant for ERP functional and technical consultants, solution architects, integration developers, data governance specialists, IT project managers, and internal auditors who review tax technology controls. Participants typically come from large companies, banks and financial institutions, oil and gas, telecommunications, retail and manufacturing groups, shared service centers, tax authorities and ministries of finance. The program is particularly valuable for implementation staff in tax administrations and for teams preparing their organization for a new or expanding e-invoicing mandate.

Learning Outcomes

  • Explain how clearance, reporting and exchange models change invoicing and tax compliance processes.
  • Identify the e-invoicing requirements applicable to each entity, country and transaction type.
  • Interpret UBL and XML invoice files and trace each field back to its source data.
  • Detect the common data errors that cause validation failures and invoice rejections.
  • Specify security elements such as cryptographic stamps, hashes, certificates and QR codes.
  • Select a suitable integration approach between ERP systems and tax authority platforms.
  • Plan master data clean-up for customers, suppliers, products and tax codes.
  • Design treatments for credit notes, advances, exports and other special transactions.
  • Prepare test scenarios, cutover plans and go-live acceptance criteria.
  • Establish reconciliation, archiving and monitoring controls for ongoing e-invoicing operations.
  • Advise on taxpayer onboarding and support arrangements from a tax authority perspective.
  • Develop a practical e-invoicing roadmap with clear ownership across finance, tax and IT.
