Course Overview

This course develops practical skills in Dynamic Risk Assessment (DRA) and Last-Minute Risk Assessment (LMRA) to help personnel identify changing hazards, evaluate risks immediately before and during work, and implement appropriate controls in response to evolving workplace conditions. It focuses on making informed safety decisions at the point of work, particularly in operational environments where conditions can change rapidly. Participants examine hazard identification, real-time risk evaluation, changes in work conditions, effectiveness of existing controls, stop-work authority, and communication of emerging risks. The programme also addresses the relationship between dynamic risk assessment, job safety analysis, permit-to-work systems, toolbox talks, and established organizational risk management procedures. Practical exercises and workplace scenarios enable participants to conduct last-minute risk assessments, recognize unsafe conditions, reassess risks following unexpected changes, and determine whether work can proceed safely, requires additional controls, or must be stopped.

Learning Objectives

  • Explain the principles and applications of Dynamic Risk Assessment and Last-Minute Risk Assessment.
  • Distinguish between formal risk assessments, dynamic assessments, and last-minute checks.
  • Identify hazards arising from changing workplace and operational conditions.
  • Evaluate risks immediately before starting work and throughout task execution.
  • Recognize changes in personnel, equipment, weather, work environments, and simultaneous activities that may affect safety.
  • Apply systematic methods to assess risk severity, likelihood, and required control measures.
  • Verify the suitability and effectiveness of existing safety controls before proceeding.
  • Apply stop-work authority when conditions become unsafe or risks exceed acceptable limits.
  • Integrate dynamic risk assessment with permit-to-work systems, job safety analysis, and toolbox talks.
  • Improve communication and coordination when new hazards or changing risks are identified.
  • Document significant changes, revised controls, and decisions to resume or suspend work.
  • Develop practical procedures to strengthen risk awareness and safe decision-making at the point of work.

Who Should Attend

This course is designed for HSE professionals, safety officers, site supervisors, operations managers, maintenance personnel, construction supervisors, team leaders, permit-to-work coordinators, and workers involved in activities where hazards and operating conditions may change during task execution. It is particularly relevant to oil and gas, petrochemicals, construction, manufacturing, utilities, power generation, logistics, maintenance, and other operational environments involving high-risk tasks, simultaneous operations, changing worksite conditions, or exposure to dynamic hazards.

Learning Outcomes

  • Apply Dynamic Risk Assessment and Last-Minute Risk Assessment principles to workplace activities.
  • Identify hazards that may not have been captured in the original risk assessment.
  • Evaluate changing conditions and determine their impact on task safety.
  • Conduct structured last-minute safety checks before starting work.
  • Reassess risks when work conditions, personnel, equipment, or environmental factors change.
  • Select and verify appropriate control measures before proceeding with a task.
  • Recognize circumstances requiring work suspension, escalation, or reassessment.
  • Apply stop-work authority and communicate safety concerns effectively.
  • Coordinate dynamic assessments with permits, toolbox talks, and job safety analyses.
  • Document relevant findings and communicate revised control requirements.
  • Support safe decisions when unexpected hazards or operational changes arise.
  • Develop practical action plans to improve dynamic risk assessment practices.

Course Outline

Day 1

Dynamic Risk Assessment Fundamentals and Hazard Awareness

  • Principles, purpose, and applications of Dynamic Risk Assessment.
  • Differences between formal risk assessments, task-based assessments, and last-minute checks.
  • Understanding hazards, risk exposure, likelihood, severity, and control measures.
  • Identifying hazards associated with workplace activities and operational environments.
  • Recognizing changes in work conditions that may introduce new risks.
  • Human factors affecting hazard perception, attention, and decision-making.
  • Roles and responsibilities of workers, supervisors, and HSE personnel.
  • Relationship between dynamic risk assessment and organizational risk management procedures.
  • Developing a proactive safety mindset and maintaining situational awareness.
  • Practical Exercise: Review workplace scenarios, identify changing hazards, and determine whether existing risk assessments adequately address the conditions encountered.
Day 2

Last-Minute Risk Assessment Before Starting Work

  • Purpose and timing of Last-Minute Risk Assessment.
  • Conducting a final workplace check before beginning a task.
  • Confirming that the work area, equipment, tools, and access routes are safe.
  • Verifying personnel competence, task understanding, and required authorization.
  • Checking permit conditions, isolation arrangements, and required protective equipment.
  • Identifying simultaneous activities and potential interference with nearby operations.
  • Assessing environmental conditions, housekeeping, visibility, and access restrictions.
  • Recognizing differences between planned work conditions and actual site conditions.
  • Confirming the availability and effectiveness of required safety controls.
  • Determining when work can proceed, requires additional precautions, or must be postponed.
  • Practical Exercise: Conduct a simulated last-minute risk assessment for a maintenance or construction task and document the hazards, control measures, and decision to proceed or suspend work.
Day 3

Dynamic Risk Assessment During Changing Work Conditions

  • Continuous hazard identification during task execution.
  • Reassessing risks following changes in work scope, sequence, or location.
  • Evaluating changes in weather, lighting, noise, visibility, and environmental conditions.
  • Recognizing equipment malfunctions, unexpected energy sources, and changing process conditions.
  • Managing risks associated with personnel changes and communication breakdowns.
  • Assessing hazards arising from simultaneous operations and nearby work activities.
  • Identifying unsafe acts, unsafe conditions, and weakening control measures.
  • Applying stop-work authority when risk conditions change.
  • Communicating new hazards and coordinating revised control measures.
  • Reassessing risks before restarting suspended work.
  • Practical Exercise: Respond to a changing workplace scenario, identify emerging hazards, reassess risks, and determine the appropriate safety actions at each stage.
Day 4

Risk Control, Communication, and Integration with Work Systems

  • Selecting suitable control measures using the hierarchy of controls.
  • Verifying that control measures remain effective throughout task execution.
  • Integrating dynamic risk assessment with job safety analysis and method statements.
  • Coordinating assessments with permit-to-work systems and isolation procedures.
  • Using toolbox talks to communicate changing risks and revised precautions.
  • Improving communication between workers, supervisors, contractors, and control room personnel.
  • Managing handovers, shift changes, and changes in task responsibility.
  • Escalating significant hazards and unresolved safety concerns.
  • Recording assessment findings, revised controls, and authorization decisions.
  • Learning from near misses, incidents, and recurring risk assessment failures.
  • Practical Exercise: Develop a coordinated risk control and communication plan for a task involving multiple work teams, changing conditions, and permit-to-work requirements.
