Course Overview

The Digital Government Service Delivery: Standards & Product Teams Training Course focuses on what happens after a government digital service has been designed: how it is built, assessed, launched, operated and improved over its whole life. While service design courses concentrate on user journeys and blueprints, this program equips government entities, ministries and public-sector organizations to run digital services as long-lived products, managed by multidisciplinary teams and held to clear service standards. Many governments have already moved large numbers of procedures online, yet launching a service is only the beginning. Live services must stay reliable, secure and accessible, keep pace with changing policy and user needs, integrate with other entities, and demonstrate value to leadership and the public. Achieving this requires stable product teams, agile delivery adapted to public accountability, disciplined use of performance data, and a culture of continuous improvement rather than one-off projects. The program covers the full delivery model for government digital services, including digital service standards and their core principles, service phases from discovery through alpha, beta and live, service assessments and assurance, multidisciplinary team roles and decision rights, the shift from project funding to product funding, agile delivery planning and governance, and the management of dependencies across entities, shared platforms and legacy systems. Particular emphasis is placed on measuring and improving services once they are in use. The course addresses service outcomes, completion rates, user satisfaction, cost per transaction, digital take-up, availability and service level objectives, as well as the collection and analysis of analytics, user feedback and contact-center data. It also considers incident and problem management, controlled releases, experimentation, technical debt, data protection requirements under applicable personal data protection laws, and the once-only principle for data shared between government entities. Through practical exercises, service assessment simulations, team design workshops, delivery planning, performance framework development and improvement prioritization, participants will develop the practical capabilities required to establish, lead and sustain digital service delivery that meets service standards, uses evidence to guide decisions and keeps improving after launch.

Who Should Attend

This training course is designed for government digital service owners, product managers, delivery managers, digital transformation managers, e-government and IT managers, service operations managers, business analysts, user researchers, performance analysts, and public-sector digital and technology teams. It is particularly relevant to ministries, government authorities, municipalities, public agencies, and digital government offices responsible for operating, assessing, integrating, or continuously improving live government portals, mobile applications, online transactions, and shared digital platforms used by citizens, residents, and businesses. The program will also benefit digital assurance and quality professionals, enterprise and solution architects, program and portfolio managers, procurement and commercial teams working with digital suppliers, cybersecurity and data protection specialists, and decision makers responsible for digital service standards, team capability, service performance, and government digital transformation priorities.
