Course Overview

The Data Analytics for Tax Compliance Risk Training Course equips revenue authority risk, audit, IT, and research staff with the analytical methods needed to turn taxpayer and third-party data into targeted compliance action. While general revenue administration programs describe the compliance cycle, this course concentrates on the analytics behind it. Tax, zakat, and customs administrations now receive large volumes of electronic returns, e-invoices, withholding statements, and bank and customs data. Participants learn to link these sources through reliable taxpayer identification, assess data quality, and estimate compliance gaps by tax type and taxpayer segment. The program then covers risk indicators, statistical and machine learning scoring models, anomaly detection, and network analysis for invoice fraud and related-party schemes. It moves on to audit case selection within available capacity, random audits for model calibration, and the governance of models, confidentiality, and taxpayer rights. Learning is built around realistic anonymized datasets, matching exercises, model-building workshops, and dashboard design. Participants leave with a compliance risk register, a set of tested risk indicators, a case selection method, and a dashboard specification for senior management.

Learning Objectives

  • Explain how compliance risk management uses data to identify, assess, and treat taxpayer risks.
  • Design a taxpayer data model linking returns, payments, e-invoices, and third-party sources.
  • Assess data quality and resolve taxpayer identities with exact and fuzzy matching.
  • Estimate compliance gaps using top-down and bottom-up methods.
  • Build rule-based risk indicators and combine them into transparent compliance risk scores.
  • Develop and validate statistical and machine learning models that predict noncompliance.
  • Apply anomaly detection and network analysis to uncover invoice fraud and related-party schemes.
  • Match returns against e-invoice, withholding, bank, and customs data to quantify discrepancies.
  • Select audit cases that balance expected yield, risk coverage, and available audit capacity.
  • Design dashboards that track compliance, audit outcomes, and model performance.
  • Establish model governance covering explainability, confidentiality, and taxpayer rights.

Who Should Attend

This course is designed for compliance risk managers, risk analysts, tax auditors and audit planners, data analysts and data scientists, IT and data warehouse specialists, and research and statistics staff in revenue authorities. It is also relevant for professionals in ministries of finance, tax and revenue authorities, zakat authorities, customs administrations, social security institutions, and other agencies that hold taxpayer or third-party data. Professionals who build risk models, select audit cases, or report compliance results to senior management will benefit most from the course's datasets and workshops.

Learning Outcomes

  • By the end of this course, participants will be able to:
  • Explain how data analytics supports each stage of the compliance risk management cycle.
  • Map taxpayer and third-party data sources to specific compliance risks.
  • Link records across data sources and measure match rates and data quality.
  • Estimate compliance gaps by tax type, taxpayer segment, and obligation.
  • Construct risk indicators and combine them into a defensible, transparent risk score.
  • Develop, validate, and compare predictive models for noncompliance.
  • Identify invoice fraud and related-party patterns through data matching and network analysis.
  • Quantify discrepancies between declarations and e-invoice, bank, and customs data.
  • Prioritize audit cases against expected yield and available audit capacity.
  • Design dashboards that report compliance results, audit outcomes, and model performance.
  • Propose governance arrangements that keep risk models explainable, fair, and confidential.

Course Outline

Course Outline:

Day 1

Compliance Risk Management and Taxpayer Data

  • The compliance risk management cycle in revenue administration
  • Taxpayer segmentation by size, sector, and risk behavior
  • Registration, filing, payment, and reporting obligations as risk areas
  • Core data: registration, returns, payments, and assessments
  • Third-party sources: e-invoices, withholding, banks, customs, and property
  • Legal basis, confidentiality, and interagency data-sharing agreements
  • Tax gap concepts: top-down and bottom-up estimation
  • Practical application: Map an authority's data sources to its main compliance risks
Day 2

Data Integration, Quality, and Entity Resolution

  • Designing an integrated taxpayer data model
  • Taxpayer identification numbers as the linking key
  • Exact, rule-based, and fuzzy matching of names and addresses
  • Data quality: completeness, accuracy, consistency, and timeliness
  • Handling duplicates, missing values, and inconsistent codes
  • Building a single taxpayer view for risk analysis
  • Data security, access control, and audit trails
  • Practical application: Link registration, return, and third-party files and report match rates
Day 3

Risk Indicators, Scoring, and Predictive Models

  • Translating compliance risks into measurable indicators
  • Ratio, trend, and peer-group benchmarks by sector
  • Weighting indicators into a transparent composite risk score
  • Logistic regression, decision trees, and ensemble methods
  • Training on past audit results and the selection bias problem
  • Model validation: hit rate, precision, and recall
  • Clustering and anomaly detection for unknown risks
  • Practical application: Build a VAT risk score and compare it with rule-based selection
Day 4

Third-Party Data Matching and Fraud Patterns

  • Matching VAT returns against e-invoice sales and purchases
  • Input tax credit chains and buyer-seller mismatches
  • Withholding and bank data versus declared income
  • Customs import data versus VAT and income tax returns
  • Network analysis of related parties and shared directors or addresses
  • Detecting missing trader and fictitious invoice schemes
  • Exchange of information data under the Common Reporting Standard
  • Practical application: Run buyer-seller matching on e-invoice data and rank the largest discrepancies
Day 5

Case Selection, Dashboards, and Analytics Governance

  • Case selection under audit capacity and expected yield
  • Matching treatments to risk: letters, desk audits, and field audits
  • Random audits and feedback loops for model calibration
  • Measuring results: strike rate, yield, and compliance change
