The Customs Valuation, Tariff Classification (HS Code) & Rules of Origin Training Course provides a comprehensive understanding of the customs principles and procedures that govern international trade. The programme focuses on three essential areas of customs compliance: determining the customs value of imported goods, classifying products under the Harmonized System (HS), and establishing the origin of goods in accordance with applicable rules of origin. These competencies are critical for importers, exporters, customs professionals, logistics providers, and trade compliance teams seeking to improve declaration accuracy, manage customs costs, and reduce regulatory risks. Participants explore the principles and methodologies used to determine the customs value of imported goods, including transaction value, adjustments to the price paid or payable, freight and insurance considerations, assists, royalties, commissions, and other relevant cost elements. The course examines the circumstances in which alternative valuation methods may apply and explains the importance of maintaining appropriate supporting documentation. Particular attention is given to identifying valuation inconsistencies, responding to customs inquiries, and minimizing the risk of reassessments, penalties, and shipment delays. The programme also develops practical knowledge of tariff classification under the Harmonized Commodity Description and Coding System. Participants learn how to interpret HS nomenclature, apply the General Rules for the Interpretation of the Harmonized System, review section and chapter notes, and distinguish between products with similar characteristics or commercial descriptions. The course highlights the importance of accurate product specifications, technical documentation, composition details, and intended use when determining the appropriate tariff classification. It also explores the relationship between classification decisions, customs duties, trade measures, import restrictions, and reporting obligations. Rules of origin form the third core component of the programme. Participants examine the distinction between non-preferential and preferential origin, wholly obtained goods, substantial transformation, change in tariff classification, regional value content, and other product-specific origin criteria. The course explains how preferential trade agreements can affect customs duty treatment and emphasizes the importance of verifying eligibility, maintaining supplier declarations, reviewing certificates of origin, and supporting origin claims with appropriate records. It also addresses common risks associated with incorrect origin declarations, transshipment, and insufficient evidence of originating status. Through practical exercises, case studies, product classification scenarios, valuation calculations, and origin determination activities, participants develop a structured approach to customs decision-making and compliance management. The programme connects valuation, classification, and origin requirements to everyday import and export operations, enabling organizations to strengthen internal controls, improve cooperation with customs authorities, manage international trade costs, and establish more reliable customs compliance procedures.
