Course Overview

This advanced training course provides a practical framework for planning, managing, and controlling crowds in public spaces, facilities, events, transport hubs, and other high-occupancy environments. It focuses on maintaining safe movement, preventing overcrowding, identifying emerging risks, and coordinating an effective operational response. The programme examines crowd behaviour, density and movement, access and egress management, capacity planning, crowd risk assessment, communication, barriers and controlled zones, surveillance, incident escalation, and emergency response. Participants develop practical methods for anticipating crowd-related risks before they develop into serious incidents. Particular emphasis is placed on dynamic crowd monitoring, early intervention, coordination between security and operational teams, emergency evacuation, managing vulnerable persons, and post-incident review. Scenario-based exercises help participants apply decision-making and communication techniques under changing crowd conditions.

Learning Objectives

  • Analyse crowd behaviour, movement patterns, density, and associated safety risks.
  • Conduct structured crowd risk assessments for different environments and events.
  • Develop effective crowd management plans based on capacity, layout, and operational conditions.
  • Apply methods for controlling entry, exit, access, and pedestrian movement.
  • Evaluate crowd density and identify early indicators of unsafe conditions.
  • Establish effective communication and coordination procedures for crowd operations.
  • Apply appropriate barriers, zoning, queuing, and controlled-flow arrangements.
  • Strengthen surveillance and real-time monitoring of crowd conditions.
  • Develop procedures for responding to congestion, disorder, and emerging crowd incidents.
  • Coordinate emergency evacuation and response activities effectively.
  • Manage crowd-related risks involving vulnerable persons and special groups.
