The Critical Minerals Strategy & Value Chain Management Training Course equips ministry officials, mining executives, strategy teams, and investment managers with the management and governance knowledge needed to decide how a country or company should position itself in critical minerals, from extraction through processing to export. Demand for minerals such as lithium, cobalt, nickel, copper, graphite, and rare earth elements is tied to energy transition, electronics, and defense supply chains, and many resource-holding countries in the Gulf and Africa are reconsidering whether to export raw ore or capture more value at home. Those decisions involve geology, processing technology, finance, trade policy, and geopolitics at once, and they rarely sit with a single institution. The course focuses on the strategic and commercial choices along the chain rather than the technical work of mining or metallurgy. Participants examine how governments and companies define criticality, build national and corporate mineral lists, and assess supply concentration at each stage. They follow the chain from exploration and resource definition through mining, concentration, refining, and the manufacture of precursors and battery materials, looking at where value and bargaining power actually sit, why midstream processing is so often the bottleneck, and what it takes in energy, water, reagents, skills, and infrastructure to move downstream. Participants also work through the policy and governance instruments that shape the chain: fiscal regimes and royalties, local content and beneficiation policies, export restrictions and their trade consequences, the role of state-owned companies and sovereign investors, offtake agreements and joint ventures with foreign partners, and strategic stockpiles. Responsible sourcing and sector transparency run through the program, with reference to the OECD Due Diligence Guidance for minerals, the EITI Standard on transparency, the ICMM Mining Principles, and the IFC Performance Standards. Traceability expectations from downstream buyers, community and environmental risk, and the coordination of permitting authorities as an institutional responsibility complete the scope. The course is delivered through value chain case studies, criticality scoring exercises, downstream investment comparisons, partner negotiation simulations, and a final strategy workshop. Participants leave with a criticality assessment matrix, a value chain map showing control points and gaps, a downstream investment decision framework, a supply risk register, and a critical minerals strategy outline they can adapt to their own ministry, authority, or company.
