Course Overview

This course provides practical knowledge and skills for managing contractor health and safety throughout the entire contracting lifecycle, from prequalification and selection to work execution, performance monitoring, and contract closeout. It focuses on establishing clear safety responsibilities, evaluating contractor capabilities, controlling workplace hazards, and ensuring compliance with organizational HSE requirements. Participants examine contractor HSE prequalification, risk assessment, method statements, permit-to-work systems, site induction, competency verification, supervision, incident reporting, and performance evaluation. The programme also addresses coordination between clients, contractors, and subcontractors, particularly in high-risk activities such as maintenance, construction, shutdowns, lifting operations, and confined space entry. Practical exercises enable participants to evaluate contractor safety plans, identify weaknesses in contractor control arrangements, develop performance indicators, and establish monitoring procedures that reduce workplace incidents and strengthen safety accountability.

Day 1

Contractor Safety Management Fundamentals and Prequalification

  • Principles, scope, and objectives of contractor safety management.
  • Client, contractor, and subcontractor responsibilities for workplace health and safety.
  • Integrating HSE requirements into procurement and contract management.
  • Contractor prequalification criteria and evaluation processes.
  • Reviewing contractor HSE management systems, safety records, and incident history.
  • Assessing workforce competence, qualifications, supervision, and safety resources.
  • Evaluating contractor safety plans, policies, and risk management arrangements.
  • Establishing HSE requirements in tender documents and contract specifications.
  • Identifying contractor-related risks before mobilization.
  • Defining contractor approval, selection, and mobilization procedures.
  • Practical Exercise: Evaluate a sample contractor prequalification submission and identify strengths, weaknesses, and conditions for approval.
Day 2

Risk Assessment, Work Planning, and Permit-to-Work Systems

  • Identifying hazards associated with contractor activities and work locations.
  • Reviewing job safety analyses and task-specific risk assessments.
  • Evaluating method statements and safe systems of work.
  • Implementing permit-to-work procedures and authorization controls.
  • Managing high-risk activities, including confined space entry, hot work, work at height, and lifting operations.
  • Controlling hazardous energy through isolation and lockout/tagout procedures.
  • Coordinating simultaneous operations and managing operational interfaces.
  • Assessing tools, equipment, materials, and workplace conditions before work begins.
  • Conducting pre-job briefings and toolbox talks.
  • Establishing emergency arrangements and stop-work authority.
  • Practical Exercise: Review a contractor work package and develop a risk assessment, permit requirements, and control measures for a high-risk task.
Day 3

Contractor Mobilization, Site Induction, and Operational Supervision

  • Contractor mobilization planning and site readiness verification.
  • Conducting site induction and communicating workplace hazards and rules.
  • Verifying personnel qualifications, training, medical fitness where required, and task authorization.
  • Establishing supervision arrangements and lines of accountability.

  • Conducting toolbox talks, safety briefings, and pre-task coordination.
  • Managing changes in work scope, personnel, equipment, and site conditions.
  • Coordinating contractor activities with client operations and other contractors.
  • Controlling housekeeping, access, equipment condition, and worksite hazards.
  • Applying stop-work procedures and responding to unsafe acts and conditions.
  • Practical Exercise: Assess a simulated contractor worksite, identify unsafe conditions and procedural violations, and prepare an immediate corrective action plan.
Day 4

Contractor HSE Performance Monitoring, Auditing, and Incident Management

  • Evaluating adherence to permit conditions, risk controls, and safety procedures.

  • Investigating contractor incidents and identifying root causes.
  • Reporting and communicating incidents to relevant stakeholders.
  • Managing nonconformities and implementing corrective and preventive actions.
  • Evaluating contractor safety meetings, training effectiveness, and workforce engagement.
  • Addressing repeated violations, poor performance, and serious safety deficiencies.
  • Preparing contractor HSE reports and performance review records.

Day 5

Contractor Performance Improvement and Contract Closeout

  • Verifying corrective action completion and effectiveness.
  • Managing contractor demobilization and site handover safely.

  • Documenting incidents, lessons learned, audit results, and performance records.
  • Evaluating contractor performance for future procurement and selection decisions.
  • Integrating contractor safety lessons into organizational HSE procedures.
  • Establishing a continuous improvement framework for contractor safety management.
  • Developing management reporting and accountability arrangements.
  • Final Workshop: Develop an end-to-end contractor safety management plan covering prequalification, contract requirements, risk assessment, mobilization, site supervision, performance monitoring, incident management, corrective actions, and contract closeout.
