Course Overview

The Contract Performance Monitoring & KPIs Training Course equips contract, procurement, and service management professionals with the practical tools needed to define, measure, monitor, and improve supplier performance under contracts using well-designed key performance indicators and service level agreements. In government entities, ministries, banks, healthcare systems, energy and utility companies, manufacturing, construction, and service organizations, and large corporations, contracts for outsourced services, facilities management, technology, maintenance, logistics, and projects increasingly rely on performance-based arrangements. Their success depends on whether performance is defined clearly, measured reliably, and managed consistently throughout the contract life. Many contracts contain KPIs that look sound on paper but fail in practice. Indicators may measure activity rather than outcomes, definitions and calculation methods may be unclear, data may rely entirely on supplier self-reporting without verification, targets may be set without baselines, and service credits may be too small to influence behavior or too complex to apply. Performance reports may show green indicators while users experience poor service, reviews may focus on explaining past results instead of solving problems, and persistent underperformance may continue without escalation. As a result, organizations pay for performance they do not receive. This course provides a structured approach to contract performance monitoring. Participants learn the principles of performance-based contracting, the difference between input, output, and outcome measures, and how to design balanced KPI frameworks that reflect what matters to users and stakeholders. The program covers drafting SLAs and KPIs for inclusion in contracts, including clear definitions, measurement methods, data sources, reporting periods, baselines, and target and threshold levels, and designing performance incentive and remedy mechanisms, including service credits, earn-back, bonuses, KPI weighting, and termination triggers for persistent failure. Participants then learn how to prepare a performance monitoring plan, verify supplier-reported data through audits, inspections, spot checks, and user feedback, design performance dashboards and reports, run tiered performance reviews, manage escalation and performance improvement plans, and review and adjust KPIs over the life of the contract. The course also addresses common pitfalls, including the gap between reported and experienced performance, and performance measurement for different contract types, including services, outsourcing, technology, facilities, maintenance, supply, and works, as well as social value and sustainability indicators. The course is delivered through an interactive, application-focused approach with KPI design exercises, contract clause drafting, data analysis, simulated performance reviews, and case studies. Participants leave with a KPI framework for a selected contract, an SLA and KPI definition schedule, a service credit and incentive model, a performance monitoring and verification plan, a performance dashboard design, a performance review agenda, and a performance improvement plan template.

Learning Objectives

  • Analyze the principles of performance-based contracting and the role of KPIs and SLAs in delivering contract outcomes on Day 1.
  • Evaluate the effectiveness of KPIs and performance monitoring arrangements in the participant's current contracts.
  • Distinguish between input, output, and outcome measures and design balanced KPI frameworks focused on results that matter to users.
  • Develop SLA and KPI definitions for inclusion in contracts, covering purpose, formula, measurement method, data source, frequency, baseline, targets, and thresholds.
  • Design performance incentive and remedy mechanisms, including service credits, earn-back, bonuses, KPI weighting, and termination triggers for persistent failure.
  • Develop a performance monitoring plan that defines responsibilities, reporting requirements, and verification activities.
  • Apply verification methods, including audits, inspections, spot checks, and user satisfaction feedback, to validate supplier-reported performance.
  • Analyze performance data to identify trends, root causes, and gaps between reported and experienced performance.
  • Design performance dashboards and reports that support timely decisions at operational, management, and executive levels.
  • Implement tiered performance review meetings, escalation procedures, and performance improvement plans.
  • Evaluate how to review and adjust KPIs over the contract life while maintaining contractual integrity.
  • Design a complete performance monitoring framework for a selected contract by the end of Day 5.

Who Should Attend

This course is designed for contract managers, contracts administrators, procurement and category managers, service managers, and supplier relationship managers responsible for managing supplier and contractor performance. It is also highly relevant for business and service owners, facilities and maintenance managers, IT service and vendor managers, project managers, and quality and performance management professionals who monitor service delivery under contracts. It is particularly valuable for professionals in ministries and government entities managing outsourced public services, facilities, maintenance, and consultancy contracts; in banks and financial institutions managing technology, outsourcing, and facility service providers; in healthcare systems managing clinical support, equipment maintenance, and facility services; and in energy, utilities, manufacturing, logistics, and service organizations managing operational, maintenance, and logistics contracts. Internal auditors, finance professionals involved in applying service credits and payments, and senior managers who oversee major service contracts will also benefit from the course.

Learning Outcomes

  • By the end of the course, participants will be able to:
  • Explain how performance-based contracts work and why well-designed KPIs are essential.
  • Select KPIs that measure meaningful outcomes rather than activity alone.
  • Write complete KPI and SLA definitions that are clear, measurable, and enforceable.
  • Set baselines, targets, and thresholds that are realistic and challenging.
  • Design service credits and incentives that are proportionate and simple to apply.
  • Prepare a performance monitoring plan with clear roles and verification activities.
  • Verify supplier-reported data and detect gaps between reported results and user experience.
  • Analyze performance trends and identify root causes of underperformance.
  • Build clear performance dashboards for different audiences.
  • Lead structured performance reviews that result in agreed actions.
  • Manage escalation, performance improvement plans, and persistent failure in line with the contract.
  • Review and refine KPIs over the life of a contract to keep them relevant.
