The Community Engagement & Social License for Major Projects Training Course equips project directors, community relations and stakeholder engagement professionals, environmental and social specialists, and project leaders with the frameworks, tools, and practical skills needed to engage communities effectively, manage social impacts, and earn and maintain the social license to operate for major projects. Infrastructure, energy, oil and gas, mining, water, transport, industrial, urban development, and tourism projects frequently affect communities through land use, construction impacts, environmental changes, employment, and changes to local services and ways of life. In government entities, ministries, public authorities, developers, utilities, energy companies, and their contractors, the support or opposition of affected communities can determine whether projects proceed on time, face delays and cost increases, or suffer lasting reputational damage. Many major projects treat community engagement as a one-time consultation exercise or a public relations activity rather than an ongoing relationship. Affected communities may be engaged too late, information may be incomplete or presented in technical language, and concerns may not be reflected in project decisions. Social impacts related to land acquisition, livelihoods, construction disturbance, community health and safety, and cultural heritage may be underestimated, vulnerable groups may be overlooked, and grievances may not be recorded or resolved promptly. Commitments made to communities may not be tracked, local employment and procurement expectations may not be met, and contractors may not follow the owner's engagement standards. These gaps can lead to protests, legal challenges, delays, and loss of trust that is difficult to rebuild. This course provides a structured and practical approach to community engagement and social license management for major projects, informed by internationally recognized environmental and social performance standards, lender and development finance requirements, international human rights guidance for business, and recognized public participation practices. Participants learn the concept of social license to operate and how it is earned, maintained, and lost through legitimacy, credibility, and trust. The program covers identifying and mapping affected communities and stakeholders, including vulnerable groups, conducting social baseline studies and social impact assessments, and developing stakeholder engagement plans across the project lifecycle. Participants then learn engagement and consultation methods, information disclosure, levels of public participation, and approaches to meaningful consultation and consent where required, as well as designing effective grievance mechanisms. The course also addresses managing land acquisition and livelihood restoration, community health, safety, and security, construction impacts, cultural heritage, local employment, local content and supply chain opportunities, community investment and shared value, working with local authorities and community leaders, communication including digital and social media, managing opposition and crises, contractor management of social commitments, monitoring, social performance indicators, reporting and third-party monitoring, and planning for project closure and long-term legacy. The course is delivered through an interactive, application-focused approach with international case studies, community mapping and social impact exercises, engagement planning workshops, grievance mechanism design, and role plays of community meetings and difficult conversations. Participants leave with a social license assessment tool, a community stakeholder mapping template, a social baseline and impact assessment checklist, a stakeholder engagement plan template, a grievance mechanism design guide, a commitments register, a social performance indicator framework, and a community engagement and social license strategy for a major project.
