Course Overview

The CNS Systems Maintenance Management for ATSEP Training Course equips air traffic safety electronics personnel, communication, navigation, and surveillance engineers and technicians, and technical managers with the knowledge and practical tools needed to plan, manage, and continuously improve the maintenance of the communication, navigation, and surveillance systems that underpin safe air navigation. These systems must deliver very high levels of availability, reliability, and integrity, because any degradation or failure can directly affect air traffic safety and capacity. Sound maintenance management, built on clear strategies, disciplined planning, effective monitoring and control, and strong safety and documentation practices, is essential to keep these critical systems performing and to restore them quickly when problems occur. The course focuses on the maintenance management of communication, navigation, and surveillance systems for a technical audience, including air traffic safety electronics personnel. Participants learn the role of these systems and the maintenance function in air navigation safety, the characteristics of safety-critical technical systems, and maintenance strategies including corrective, preventive, condition-based, and reliability-centered maintenance. The program then addresses maintenance planning and scheduling, work and spares management, and the use of maintenance management systems, remote monitoring and control of communication, navigation, and surveillance facilities, performance measurement using availability, reliability, and mean time metrics, and fault management, diagnosis, and restoration under operational pressure. Participants also examine the safety management of maintenance activities, including coordination with operations, system release and return to service, risk assessment, and configuration and change management, documentation, logs, and regulatory records, cybersecurity and physical security of facilities, contractor and vendor maintenance management, continuity, redundancy, and contingency arrangements, and building a maintenance performance and continuous improvement culture. This course develops maintenance management capability for a technical audience and is not a certified ATSEP qualification program, which must be delivered by an approved training organization.

Learning Objectives

  • Analyze the role of communication, navigation, and surveillance maintenance in air navigation safety and availability on Day 1.
  • Explain the characteristics and criticality of communication, navigation, and surveillance systems from a maintenance perspective.
  • Compare maintenance strategies, including corrective, preventive, condition-based, and reliability-centered maintenance.
  • Develop maintenance plans and schedules for communication, navigation, and surveillance systems.
  • Manage maintenance work, spares, and test equipment effectively.
  • Apply maintenance management systems and remote monitoring and control of facilities.
  • Measure maintenance and system performance using availability, reliability, mean time between failures, and mean time to repair.
  • Apply fault management, diagnosis, and restoration practices under operational conditions.
  • Apply the safety management of maintenance, including coordination with operations, system release, return to service, and risk assessment.
  • Apply configuration and change management, documentation, logs, and regulatory records.
  • Address cybersecurity, physical security, and contractor and vendor maintenance management.
  • Apply continuity, redundancy, and contingency arrangements and build a maintenance performance and improvement culture by the end of Day 5.

Who Should Attend

This course is designed for air traffic safety electronics personnel, communication, navigation, and surveillance engineers and technicians, technical and maintenance supervisors, and engineering managers responsible for air navigation technical systems. It is also relevant for technical operations and monitoring staff, reliability and quality professionals in air navigation service providers, and technical professionals moving into maintenance management roles. It is particularly valuable for professionals in air navigation service providers, civil aviation authorities with technical responsibilities, airport operators with communication, navigation, and surveillance facilities, defense and military aviation technical organizations, and technology providers and maintenance contractors supporting air navigation systems. This course addresses maintenance management for a technical audience and is not a certified air traffic safety electronics personnel qualification course.
