Course Overview

The Business Case Development for Projects Training Course equips project sponsors, managers, analysts, and finance and planning professionals with the skills to develop clear, evidence-based, and persuasive business cases that support sound investment decisions and guide projects from approval through delivery and benefits realization. In government entities, ministries, public authorities, banks, healthcare systems, energy and utility companies, technology, infrastructure, and service organizations, and large corporations, the business case is the primary document used to justify spending, compare options, secure funding, and hold initiatives accountable for delivering value. Many business cases fail to serve their purpose. Some are written to justify a solution already chosen rather than to identify the best option, others describe activities and outputs but not the problem being solved or the value to be delivered. Objectives may be vague, options may be limited, costs may be incomplete, and benefits may be optimistic and unmeasurable. Commercial, funding, and delivery arrangements may be addressed superficially, and risks and assumptions may be understated. Business cases are also often treated as one-time approval documents rather than living documents updated as the project progresses, which weakens their value for governance and decision making. This course provides a structured and practical approach to business case development, informed by widely used business case frameworks. Participants learn the purpose of a business case and how it evolves through staged development, from a strategic outline case to an outline and full business case, and how it aligns with investment decision gates. The program covers the five key dimensions of a robust business case: the strategic case, including the problem or opportunity, case for change, alignment with strategy, and SMART objectives; the economic case, including critical success factors, options framework, long list and short list, and appraisal of value for money; the commercial case, including procurement strategy, market considerations, contract structure, and risk allocation; the financial case, including affordability, funding sources, and budget impact; and the management case, including governance, delivery planning, risk management, change management, benefits realization, and post-implementation review. Participants also learn how to present benefits, dis-benefits, risks, assumptions, and dependencies, how to write clear executive summaries and persuasive business case documents, how business cases are reviewed and assured, how to adapt business cases for agile and digital initiatives, and how to maintain the business case as a living document throughout the project. The course is delivered through an interactive, application-focused approach with business case writing workshops, options appraisal exercises, case studies, and peer reviews. Participants leave with a business case template covering all five dimensions, a problem and objectives definition worksheet, an options framework and appraisal matrix, a commercial and financial case checklist, a management case outline, an executive summary template, and a business case review checklist.

Who Should Attend

This course is designed for project sponsors, project and program managers, business analysts, PMO staff, and strategy and planning professionals responsible for preparing or managing business cases. It is also highly relevant for finance and budget officers, investment and economic analysts, procurement professionals, and technical specialists who contribute to the commercial, financial, and technical sections of business cases, as well as department heads proposing new initiatives. It is particularly valuable for professionals in ministries, government entities, and public authorities preparing business cases for public investment, transformation, and digital government programs; in banks and financial institutions developing business cases for technology, regulatory, and business change initiatives; in healthcare systems preparing cases for facilities, equipment, and service developments; and in energy, utilities, infrastructure, manufacturing, and service organizations preparing cases for capital projects and improvement programs. Members of investment committees, senior executives, and reviewers who assess and approve business cases will also benefit from the course.
