Course Overview

The Balanced Scorecard & Institutional Performance Measurement Training Course equips leaders and performance professionals with a structured approach to translating strategy into measurable objectives, indicators, targets, and initiatives. Government entities, ministries, banks, oil and gas companies, and large corporations are under increasing pressure to demonstrate that their strategies are being executed and that resources are producing results. Many organizations collect large volumes of performance data, yet still struggle to answer the essential questions: are we achieving our strategic objectives, where are we falling behind, and what should we do about it? The Balanced Scorecard, developed by Robert Kaplan and David Norton, remains one of the most widely used frameworks for strategy execution and performance management. It balances financial or stakeholder outcomes with the internal processes, capabilities, and organizational enablers that drive future performance. When properly designed and adapted, including for public sector and non-profit contexts where citizen and stakeholder value take priority over profit, the Balanced Scorecard provides a clear link between strategy, daily operations, and accountability. This course takes participants through the full institutional performance measurement cycle. Participants learn how to build strategy maps, define strategic objectives across balanced perspectives, design meaningful key performance indicators with clear definitions, baselines, and targets, distinguish leading from lagging indicators, and select strategic initiatives. The program also covers cascading the scorecard to departments and individuals, ensuring data quality, designing performance dashboards and reports, conducting effective performance review meetings, and linking performance measurement with budgeting, risk management, and institutional excellence frameworks. Throughout the five days, participants work on their own organization's strategy or a department within it. They leave with a draft strategy map, a set of well-defined KPIs with indicator cards, a cascaded scorecard outline, a performance dashboard design, and an implementation plan for strengthening institutional performance measurement.

Learning Objectives

  • Analyze the principles of strategic performance management and the role of the Balanced Scorecard in strategy execution on Day 1.
  • Evaluate the strengths and gaps of the participant's current performance measurement system using a structured assessment.
  • Apply the four Balanced Scorecard perspectives, adapted where needed for public sector and stakeholder-focused organizations.
  • Develop a strategy map that shows cause-and-effect relationships between strategic objectives.
  • Design strategic objectives that are clear, focused, and directly linked to the organization's vision and priorities.
  • Develop key performance indicators with complete definitions, formulas, data sources, frequency, ownership, baselines, and targets.

  • Align strategic initiatives, projects, and budgets with scorecard objectives and performance gaps.
  • Implement a cascading approach that links institutional objectives to departmental and individual performance.
  • Design performance dashboards and reports that support timely and evidence-based decision making.
  • Improve the effectiveness of performance review meetings through clear agendas, analysis, and follow-up actions.
  • Design an implementation plan to establish or enhance the Balanced Scorecard in the participant's organization by the end of Day 5.

Who Should Attend

This course is designed for strategy and performance management professionals, including directors and staff of strategy management offices, performance measurement units, and institutional excellence departments. It is also highly relevant for senior executives, department heads, and managers who are accountable for strategic objectives and use performance information to make decisions, as well as planning specialists, business analysts, and quality professionals involved in developing and reporting KPIs. It is particularly valuable for professionals in ministries and government entities implementing national strategy and government performance frameworks, institutional excellence programs, and performance agreements; in banks and financial institutions managing corporate and business unit scorecards, performance dashboards, and strategy reviews; and in oil and gas and industrial organizations aligning operational, safety, asset, and financial performance with corporate strategy. Finance, budgeting, HR, and internal audit professionals who link performance to resource allocation, individual performance management, and governance will also benefit from this course.
