The Authorized Economic Operator (AEO) Program Management Training Course equips customs officials, trade facilitation leaders, and corporate compliance managers with the management knowledge needed to design, operate, and improve an AEO program. AEO programs are a central tool of modern customs administration: they allow authorities to focus controls on higher-risk cargo while offering trusted operators simpler and more predictable treatment. Across the Gulf and Africa, customs authorities are building or maturing such programs, and businesses are organizing themselves to engage with them. The course is about managing the program, on both the authority side and the company side. It explains how a program is built and governed, and how an operator manages its internal compliance once it engages with one. It does not promise or prepare anyone for AEO status, which remains a decision for the customs authority under its own national rules. Participants examine the WCO SAFE Framework of Standards, the WTO Trade Facilitation Agreement, the Revised Kyoto Convention, and how these shape criteria for compliance history, records, financial solvency, and supply chain security. On the authority side, participants study legal basis, program design, eligibility policy, benefits, application handling, risk-based validation, staffing, post-authorization monitoring, and the suspension or withdrawal of status. On the operator side, they study internal governance, self-assessment, business partner security, trade compliance procedures, and engagement with customs. Mutual recognition arrangements, integration with risk management and post-clearance audit, single window links, partnership with other border agencies, and measuring results complete the scope. The course is delivered through program case studies, criteria mapping exercises, validation role plays, a benefit design exercise, and a final program workshop. Participants leave with a program governance framework, a criteria and benefits matrix, a validation planning template, a set of performance indicators, and a program improvement plan they can adapt to their own authority or organization.
