Course Overview

The ANS Performance Management & KPIs Training Course equips air navigation service provider managers, performance and planning professionals, civil aviation authority staff, and aviation operations and safety professionals with the knowledge and practical tools needed to design, measure, analyze, and improve the performance of air navigation services using a structured, data-driven, performance-based approach. As air traffic grows and airspace becomes more complex, air navigation service providers and regulators are expected to deliver measurable performance in safety, capacity, efficiency, cost-effectiveness, and environmental impact. Internationally, performance-based approaches and key performance areas and indicators are used to set targets, monitor results, benchmark providers, and justify investment. Without a sound performance management system, providers struggle to demonstrate value, identify weaknesses, and prioritize improvements. The course covers air navigation services performance management from framework to improvement. Participants learn the principles of performance-based approaches to air navigation services, the internationally recognized key performance areas, including safety, capacity, operational efficiency, cost-efficiency, flexibility, predictability, environment, and access and equity, and how these areas link to organizational strategy and regulatory performance schemes. The program then addresses designing key performance indicators and metrics, data sources and data quality, measuring safety performance, capacity and delay, flight efficiency including horizontal and vertical efficiency and fuel and emissions, and cost-efficiency and productivity. Participants also examine target setting and performance planning, performance monitoring, reporting, and dashboards, benchmarking against other providers, root cause analysis of performance gaps, balancing competing performance areas, linking performance to investment and modernization decisions, and building a performance management and improvement culture. The course is delivered through performance framework workshops, KPI design exercises, performance data analysis, benchmarking case studies, and improvement planning. Participants leave with an air navigation services key performance area and indicator framework, a KPI definition template, a performance dashboard design, a performance gap and root cause analysis template, and a performance improvement plan template.
