Course Overview

The Air Traffic Management (ATM) & Airspace Planning Training Course equips air navigation service provider professionals, airspace planners, civil aviation authority staff, and aviation operations and safety professionals with the knowledge and practical tools needed to understand air traffic management, plan and design airspace, and manage capacity and flow to deliver safe, efficient, and resilient operations. As traffic grows and airspace becomes more congested and complex, effective air traffic management and well-designed airspace are essential to maintain safety, increase capacity, reduce delays and fuel burn, and support modernization. Airspace planning decisions directly affect safety, capacity, efficiency, environmental performance, and the needs of civil, military, and new airspace users. The course covers air traffic management and airspace planning from fundamentals to future concepts. Participants learn the components and objectives of air traffic management, air traffic services including control, flight information, and advisory services, airspace structure, classification, and organization, and the principles of separation and air traffic control. The program then addresses airspace design, including route and terminal airspace design, sectorization, performance-based navigation route design, holding and sequencing, and the airspace design and change process including safety assessment, simulation, and consultation. Participants also examine air traffic flow and capacity management, capacity assessment and demand and capacity balancing, civil-military coordination and flexible use of airspace, integration of airports and terminal operations, environmental considerations in airspace design, safety management in air traffic management, human factors and controller workload, and future concepts including trajectory-based operations, free route airspace, airspace modernization, and the integration of unmanned aircraft and advanced air mobility. The course is delivered through airspace design workshops, capacity and flow analysis exercises, sectorization and route design case studies, and airspace change simulations. Participants leave with an airspace design and change process guide, an airspace assessment checklist, a capacity and flow management worksheet, a civil-military coordination framework, and an airspace improvement plan template. This course provides planning and management-level knowledge and is not an operational air traffic control licensing program.

Learning Objectives

  • Analyze the role and components of air traffic management in safe and efficient airspace operations on Day 1.
  • Describe air traffic services, including control, flight information, and advisory services.
  • Explain airspace structure, classification, and organization.
  • Apply the principles of separation and air traffic control.
  • Apply airspace design principles for route and terminal airspace, sectorization, and holding and sequencing.
  • Apply performance-based navigation to route and terminal airspace design.
  • Apply the airspace design and change process, including safety assessment, simulation, and consultation.
  • Analyze air traffic flow and capacity management and balance demand and capacity.
  • Assess airspace and sector capacity and identify capacity constraints.
  • Apply civil-military coordination and flexible use of airspace.
  • Integrate airport and terminal operations and environmental considerations into airspace planning.
  • Apply safety management and human factors in air traffic management and evaluate future airspace concepts by the end of Day 5.

Who Should Attend

This course is designed for airspace planners and designers, air traffic management professionals, air navigation service provider operations and planning staff, and civil aviation authority airspace and safety staff. It is also relevant for air traffic control supervisors moving into planning roles, procedure designers, capacity and flow management professionals, airport operations professionals, military airspace coordinators, and aviation safety and performance professionals. It is particularly valuable for professionals in air navigation service providers, civil aviation authorities and regulators, airport operators, ministries of transport and aviation, defense and military aviation organizations, and aviation consultancies. This course addresses air traffic management and airspace planning at a professional and management level and does not provide operational air traffic control qualifications. A basic understanding of aviation or air navigation services is recommended.
