Course Overview

The Air Navigation Services Management Training Course equips air navigation service provider managers, air traffic management professionals, civil aviation authority staff, and aviation safety and operations professionals with the knowledge and practical understanding needed to manage air navigation services safely, efficiently, and in line with international standards. Air navigation services, including air traffic management, communication, navigation and surveillance, aeronautical information management, meteorological services, and search and rescue, are critical to the safety and capacity of the airspace system. Growing traffic, airspace complexity, modernization programs, and rising performance expectations require managers who understand the technical, operational, safety, regulatory, and economic dimensions of air navigation services. The course covers air navigation services management from the regulatory framework to future systems. Participants learn the structure of the international civil aviation framework, the role of ICAO and its standards and recommended practices, the role of civil aviation authorities and air navigation service providers, and the components of air navigation services. The program then addresses airspace structure, classification, and management, air traffic management, including air traffic control, flow management, and airspace design, communication, navigation, and surveillance systems and the transition to performance-based navigation and modern surveillance, aeronautical information management, meteorological services, and search and rescue. Participants also examine safety management systems for air navigation services, including risk assessment, safety assurance, and just culture, human factors and fatigue management, air navigation services performance, capacity, and flow and capacity management, service charges and the economics of air navigation services, contingency planning and resilience, cybersecurity for air navigation systems, and modernization programs and future concepts such as trajectory-based operations, remote and digital towers, airspace modernization, and the integration of unmanned aircraft. The course is delivered through case studies, airspace and capacity exercises, safety assessment workshops, performance analysis, and scenario discussions. Participants leave with an air navigation services framework reference, a safety management and risk assessment template, an airspace and capacity planning checklist, a performance indicators framework, and an air navigation services improvement plan template. This course provides management-level knowledge of air navigation services and is not an operational air traffic control licensing or rating program.
