Course Overview

The Air Navigation Charges & ANS Economics Training Course equips air navigation service provider finance and planning professionals, civil aviation authority economic regulators, airline and airport finance professionals, and aviation managers with the knowledge and practical tools needed to understand the economics of air navigation services, design and manage air navigation charges, and apply sound cost, pricing, and investment principles. Air navigation services are largely funded through charges levied on airspace users, and the way these charges are determined has a direct impact on cost recovery, service provider sustainability, airline costs, and competitiveness. Internationally recognized principles require that charges be cost-related, transparent, non-discriminatory, and established in consultation with users, while providers and regulators must balance cost recovery, efficiency incentives, and affordability. The course covers air navigation services economics and charges from principles to practice. Participants learn the structure and funding of air navigation services, the internationally recognized principles for air navigation charges, including cost-relatedness, transparency, non-discrimination, and user consultation, and the cost base of air navigation services. The program then addresses cost accounting and cost allocation, the distinction between en route and terminal charges, charging formulas and parameters such as service units, weight, and distance, cost recovery and the determination of unit rates, and the economic regulation of air navigation services, including performance and economic regulation schemes, price caps, and incentive mechanisms. Participants also examine the relationship between performance and charges, investment appraisal and the funding of modernization, cost-efficiency and productivity, benchmarking, user consultation and transparency requirements, forecasting traffic and revenue, risk sharing between providers and users, and the economic effects of air navigation charges on airlines and the wider aviation system. The course is delivered through cost allocation and charging calculation exercises, unit rate determination workshops, economic regulation case studies, and consultation and benchmarking analysis. Participants leave with an air navigation services cost base and allocation template, a unit rate calculation model, an en route and terminal charging reference, a cost-efficiency and benchmarking worksheet, and an air navigation charges review checklist.
