The AfCFTA Rules of Origin & Trade Compliance Training Course equips customs officials, trade ministry staff, export promotion managers, and corporate trade compliance leaders with the working knowledge needed to apply and manage the origin regime of the African Continental Free Trade Area. Preferential access under the agreement depends on whether goods can be shown to originate within the participating states, so origin has become a central management issue for both governments and traders across Africa, and for Gulf investors and suppliers whose African operations feed regional value chains. This course focuses specifically on the AfCFTA, rather than on general customs valuation, tariff classification, or non-preferential origin. Participants examine the structure of the Protocol on Trade in Goods and its annex on rules of origin, wholly obtained goods and sufficient processing, product-specific rules, value-added and tariff-shift criteria, cumulation across state parties, and insufficient operations. They also study how these rules interact with tariff schedules and existing regional regimes such as those of ECOWAS, COMESA, EAC, and SADC, so that they can choose the appropriate route for each shipment. Participants work through the full compliance cycle: costing and origin calculations, supplier declarations, proof of origin, record keeping, direct transportation, and the role of competent authorities. On the government side, the program covers verification procedures, administrative cooperation between customs administrations, origin fraud and transshipment risks, the treatment of goods from special economic zones, dispute handling, and public-private consultation. Practical tools published by the AfCFTA Secretariat, including the e-Tariff Book, and the online mechanism for reporting non-tariff barriers complete the scope. The course is delivered through product case studies, origin calculation exercises, document reviews, verification role plays, and a final compliance workshop. Participants leave with an origin determination worksheet, a supplier declaration template, a proof of origin file checklist, a verification procedure outline, and a trade compliance action plan they can adapt to their own institution or business.
