Course Overview

The Aeronautical Meteorology Services Management Training Course equips aeronautical meteorology managers, meteorological service provider staff, air navigation service provider professionals, and civil aviation authority specialists with the knowledge and practical understanding needed to manage the provision of meteorological services for aviation safely, efficiently, and in line with international standards. Aeronautical meteorology underpins safe and efficient flight: weather affects every phase of operations, and accurate, timely meteorological information supports flight planning, air traffic management, airport operations, and the avoidance of hazardous conditions. Managing these services requires an understanding of aviation weather products, quality and safety requirements, user needs, and the modernization of meteorological information toward digital, data-centric provision. The course covers aeronautical meteorology services from fundamentals to management and modernization, focusing on the service management rather than operational forecasting. Participants learn the role of meteorology in aviation safety and efficiency, the international framework and standards for aeronautical meteorological services, and the roles of meteorological service providers, air navigation service providers, airports, and users. The program then addresses aeronautical meteorological products and services, including routine and special aerodrome reports, terminal aerodrome forecasts, area and route forecasts, SIGMET and AIRMET and other warnings, and volcanic ash, tropical cyclone, and space weather advisory services. Participants also examine aviation weather hazards and their operational impact, the meteorological watch office and aerodrome meteorological office functions, observation systems and automation, quality management systems and the competency of aeronautical meteorological personnel, cost recovery and the economics of meteorological services, user liaison and meeting user requirements, climate and environmental considerations, and the transition to digital and data-centric meteorological information, including integration with system-wide information management and decision support. The course is delivered through case studies, product interpretation and user requirement exercises, quality and service management workshops, and modernization planning. Participants leave with an aeronautical meteorology services framework reference, a meteorological products and users guide, a quality and competency management checklist, a user requirements and service level template, and a meteorological services improvement plan template. This course addresses the management of aeronautical meteorological services and is not an operational meteorological forecaster qualification program.

Learning Objectives

  • Analyze the role of aeronautical meteorology in aviation safety, efficiency, and operations on Day 1.
  • Explain the international framework and standards for aeronautical meteorological services.
  • Describe the roles of meteorological service providers, air navigation service providers, airports, and users.
  • Describe aeronautical meteorological products, including aerodrome reports, terminal aerodrome forecasts, and area and route forecasts.
  • Explain warnings and advisory services, including SIGMET, AIRMET, volcanic ash, tropical cyclone, and space weather.
  • Explain aviation weather hazards and their operational impact.
  • Describe the meteorological watch office and aerodrome meteorological office functions.
  • Explain observation systems and automation in aeronautical meteorology.
  • Apply quality management systems and competency requirements for aeronautical meteorological personnel.
  • Apply cost recovery, economics, and service management to meteorological services.
  • Apply user liaison and meeting user requirements through service level arrangements.
  • Plan the transition to digital, data-centric meteorological information and its integration with air navigation by the end of Day 5.

Who Should Attend

This course is designed for aeronautical meteorology managers and supervisors, meteorological service provider staff serving aviation, air navigation service provider professionals who use or coordinate meteorological services, and civil aviation authority meteorology specialists. It is also relevant for airport operations professionals, air traffic management professionals, quality and safety professionals in meteorological services, and professionals involved in meteorological service modernization. It is particularly valuable for professionals in national meteorological services providing aviation weather, air navigation service providers, civil aviation authorities and regulators, airport operators, airlines using meteorological services, and aviation technology and consultancy organizations. This course addresses service management and is not an operational forecaster qualification. A basic understanding of aviation or meteorology is helpful.
