Course Overview

The Whistleblowing Management Systems (ISO 37002) & Speak-Up Culture Training Course equips compliance, ethics, and governance professionals with the practical knowledge needed to design and run a whistleblowing system that people trust and use. Reports from employees, suppliers, and other stakeholders are often the earliest signal of fraud, bribery, safety failures, or misconduct, yet many organizations have a hotline that receives few reports, handles them inconsistently, or leaves reporters exposed to retaliation. The course focuses on the whistleblowing system itself rather than on ethics programs in general or on investigation techniques, which are covered in dedicated investigation courses. Participants follow the stages set out in ISO 37002 guidance: receiving reports of wrongdoing, assessing them, addressing them, and concluding cases. Along the way they examine reporting channels, confidentiality and anonymity, protection and support for whistleblowers and others involved, triage and referral, case management, and the handover to investigators. Speak-up culture receives equal weight, because a well-designed procedure fails if people are afraid to use it. Participants look at leadership messages, the role of line managers who receive concerns, training and communication, preventing and detecting retaliation, and measuring trust in the system. ISO 37002 provides guidelines rather than certifiable requirements, and the course explains this guidance and how to apply it. It does not provide legal advice; because whistleblowing laws differ between countries, participants apply the content within the laws and regulations that govern their own organizations. The course is delivered through case studies, channel design exercises, triage simulations, retaliation scenarios, and a final design workshop. Participants leave with a whistleblowing policy outline, a reporting channel design, a triage and case management procedure, a whistleblower protection plan, and a speak-up culture action plan they can adapt to their own organizations.

Learning Objectives

  • Explain the purpose of a whistleblowing management system and the structure of ISO 37002 guidance.
  • Define the scope of the system: who can report, what can be reported, and through which channels.
  • Establish leadership commitment, a whistleblowing policy, and clear roles for the whistleblowing function.
  • Design reporting channels, including hotlines and digital platforms, that are accessible and confidential.
  • Apply confidentiality, anonymity, and data protection principles to reports and records.
  • Receive and acknowledge reports and communicate with whistleblowers throughout the process.
  • Triage reports, decide on referral, and set priorities based on risk.
  • Coordinate the handover of cases to investigators and manage conflicts of interest.
  • Protect and support whistleblowers and others involved, and detect and address retaliation.
  • Conclude cases, record outcomes, and feed lessons learned into controls and policies.
  • Build a speak-up culture through leadership, line managers, training, and communication.
  • Measure the performance of the system and report to management and the governing body.
  • Review and improve the system through audits, feedback, and periodic evaluation.

Who Should Attend

This course is designed for compliance and ethics officers, whistleblowing and hotline managers, heads of governance, and integrity and anti-fraud specialists who are responsible for setting up or improving a whistleblowing system. It is equally relevant for internal auditors, human resources and employee relations managers, legal and regulatory affairs staff, and those who support audit committees in overseeing how reports are handled. Investigators who receive cases from the whistleblowing function will also benefit. Professionals in listed companies, banks and financial institutions, government entities, state-owned enterprises, healthcare, energy, and multinational groups will find the course directly applicable. It is particularly valuable for organizations whose existing hotline receives few or low-quality reports, and for teams responding to new expectations from regulators, investors, or business partners about speaking up.
