Course Overview

The Tender Evaluation Committees: Technical & Commercial Bid Evaluation Training Course equips evaluation committee chairs and members, procurement officers, technical specialists, and finance reviewers with the practical methods needed to evaluate bids fairly, consistently, and in a way that withstands review. In government entities, state-owned enterprises, and large companies, the evaluation stage is where most tender complaints arise and where a single weak judgment can delay a project, invite a challenge, or lead to an award that does not deliver value for money. The course focuses on the evaluation committee's work rather than on the full tendering cycle or on preparing bids. It starts where tender documents have been issued and bids have been received, and it follows the committee through to the award recommendation. Participants examine the committee's mandate and composition, evaluation criteria and weighting, bid opening and compliance checks, technical evaluation and scoring, commercial evaluation including life-cycle cost, the handling of clarifications and abnormally low bids, and the evaluation report that records the reasons for each decision. Integrity runs through every day of the program. Participants work through declarations and management of conflicts of interest, confidentiality, independent scoring and moderation, communication with bidders, and the records an auditor or review body will ask for. Evaluation rules and procedures differ between jurisdictions and organizations, so the course teaches sound principles and methods and shows participants how to apply them within the procurement laws, regulations, and internal policies that govern their own organizations. The course is delivered through a simulated tender with real-style bids, scoring exercises, moderation sessions, clarification drafting, and a final workshop in which committees present and defend their recommendations. Participants leave with an evaluation plan template, scoring guides, a consensus and moderation method, an evaluation report structure, and an integrity checklist they can adapt to their own organizations.

Learning Objectives

  • Explain the role, mandate, and accountability of a tender evaluation committee and its members.
  • Form committees with the right mix of technical, commercial, and procurement expertise.
  • Prepare an evaluation plan before bids are opened, covering method, timeline, and responsibilities.
  • Set evaluation criteria and weightings that reflect the requirement and value for money.
  • Carry out bid opening, administrative compliance checks, and qualification reviews consistently.
  • Score technical proposals against clear scoring guides with recorded reasons.
  • Evaluate commercial offers, including arithmetic checks, normalization, and life-cycle cost.
  • Handle clarifications with bidders without allowing changes to the substance of bids.
  • Identify abnormally low bids and decide how to treat them on a documented basis.
  • Manage conflicts of interest, confidentiality, and independent scoring within the committee.
  • Moderate individual scores into a consensus result that the committee can defend.
  • Write an evaluation report and award recommendation that withstand audit and review.
  • Respond to debriefing requests and bidder complaints on the basis of the evaluation record.

Who Should Attend

This course is designed for chairs and members of tender evaluation committees, procurement and contracts officers, tender committee secretaries, and technical specialists who are regularly appointed to evaluate bids for goods, works, and services. It is equally relevant for finance staff who review commercial offers, internal auditors and compliance officers who examine tender files, and legal advisers who support award decisions. Project managers and end users who define requirements and sit on technical panels will also benefit. Professionals in ministries and government entities, municipalities, state-owned enterprises, oil and gas, utilities, construction, healthcare, and large private companies will find the course directly applicable, whatever the size of the tenders they evaluate. It is particularly valuable for staff joining an evaluation committee for the first time, for organizations that have faced bidder complaints or audit findings on past evaluations, and for teams preparing to evaluate a large or complex tender.

  • By the end of this course, participants will be able to:
  • Explain the responsibilities of an evaluation committee and each of its members.
