Course Overview

This training course provides a practical framework for designing, implementing, and complying with Extended Producer Responsibility (EPR) schemes for packaging. It explains how responsibility for end-of-life packaging shifts to the producers, brand owners, and importers that place packaged goods on the market, and how regulators, producer responsibility organizations, and recyclers share the operational and financial roles. Participants will examine EPR policy models and legal instruments, including Kenya's Sustainable Waste Management Act and its EPR regulations, Egypt's Waste Management Regulation Law, the EPR program of Nigeria's National Environmental Standards and Regulations Enforcement Agency (NESREA), South Africa's EPR regulations, and the EU Packaging and Packaging Waste Regulation. The course covers producer definitions, registration, packaging data, and the eco-modulation of fees. The program also addresses design for recycling, recyclability and recycled content claims, labeling and sorting instructions, deposit return schemes, collection and recovery systems, the integration of informal waste pickers, and the governance of producer responsibility organizations, including cost allocation and free-rider control. Through case studies and practical workshops, participants will map their obligations, build packaging data inventories, assess packaging portfolios, evaluate scheme designs, and prepare compliance reports that withstand independent verification.

Learning Objectives

  • By the end of the course, participants will be able to:
  • Explain the principles and models of extended producer responsibility.
  • Interpret the EPR laws and regulations that apply to packaging.
  • Determine who qualifies as an obligated producer, importer, or brand owner.
  • Establish registration, scheme membership, and internal compliance processes.
  • Build accurate packaging data inventories by material, format, and market segment.
  • Assess packaging recyclability and apply design-for-recycling principles .
  • Apply compliant labeling, sorting instructions, and environmental claim requirements.
  • Evaluate the governance, financing, and performance of producer responsibility organizations.
  • Analyze producer fee structures and eco-modulation criteria for packaging materials.
  • Compare collection, take-back, and deposit return system designs.
  • Prepare EPR compliance reports supported by verifiable evidence.
  • Design monitoring, auditing, and enforcement mechanisms for regulators.
  • Develop an EPR compliance roadmap for a producer or scheme.

Who Should Attend

This course is designed for Environmental and Sustainability Managers, Packaging Technologists and Engineers, Regulatory Affairs and Compliance Officers, Product and Brand Managers, Supply Chain and Import Managers, and professionals responsible for packaging data, environmental reporting, and producer obligations. It is also suitable for environment regulators and inspectors, municipal waste officials, policy advisers, staff of producer responsibility organizations, recycling and collection operators, internal auditors, and finance professionals who budget for and control EPR costs. The program is particularly relevant to manufacturers, importers, fast-moving consumer goods companies, food and beverage producers, retailers, e-commerce sellers, environment ministries and agencies, municipalities, and recycling and recovery companies operating under EPR requirements.

Learning Outcomes

  • Upon completion of the course, participants will be able to:
  • Map the EPR obligations that apply to an organization's packaged products.
  • Classify packaging by material, format, and household or commercial use.
  • Compile a placed-on-market packaging inventory with documented calculation methods.
  • Identify packaging formats that hinder sorting and recycling.
  • Propose practical packaging redesign options that improve recyclability.
  • Verify recycled content and recyclability claims before they are published.
  • Select an appropriate individual or collective compliance route.
  • Assess the governance, contracts, and transparency of a producer responsibility organization.
  • Calculate indicative producer contributions using an eco-modulated fee model.
  • Evaluate collection and recycling performance data for reliability.
  • Prepare a periodic compliance declaration and supporting evidence file.
  • Plan regulator oversight, inspections, and free-rider detection.
  • Build an action plan to strengthen EPR compliance and scheme performance.
